Ang Walang Katapusang Pagbungkal

Ng Kalsada sa Kalakhang Maynila

At mga Karatig-Lunsod

Nanggagalaiti sa galit ang mga nakatira sa Maynila at karatig-lunsod na apektado ng walang patumanggang pagbungkal ng mga kalsada upang ayusin daw, o di kaya ay para mapalitan daw ang mga culvert o drainage o tamburong na daluyan ng maruming tubig (sewage). At ang lalong nagpasama ay kung kaylan tag-ulan na, saka pa ginawa ang katarantaduhang ito na nagbigay ng hindi maisalarawang perhuwisyo lalo na sa mga commuters.

Sa puntong lalakihan daw ang mga tamburong na dadaluyan ng maruming tubig (sewage), ito daw ay para hindi na bumaha. Ang dahilang ito ng ahensiya, kung DPWH man o local government ay parang fairy tale na kinukuwento sa isang bata. Una, paanong maniniwala ang taong bayan na hindi babaha, ganoong ang lebel ng taas ng dagat kung high tide na humaharang sa labasan ng tubig mula sa mga tubong ito kung tag-ulan ay hindi nagbabago at lalo pa ngang tumataas, kaya maliit man o malaki ang tubo, may baha pa rin? Maski si Juan na nagtitinda ng sigarilyo ay alam yan. Hindi rin nadadaragdagan ang mga pumping station na dapat sana ay nakakalat sa kalakhang Maynila upang mapabilis ang pagpapalabas ng tubig-baha sa dagat. Nasaan ang pondo para sa mga ito? Pangalawa, ang mga hindi pa tapos na mga proyekto ay hinahayaang nakatiwangwang kaya natatambakan ng basura, bato, lupa at kung anu-ano pang bagay,kaya by the time na isasara na ay wala nang silbi ang mga tamburong.

Sa sistema ng gobyerno para sa mga proyekto, ibang contractor ang nagbubungkal at iba naman ang nagsasara o nag-aayos ng kalsadang binungkal. Kaya dahil sa kabagalan ng mga contractor,  perhuwisyo ang dulot sa mga tao kapag nagkaroon ng baha! Nakakatipid daw kapag magkahiwalay ang contractor. Talaga? Hindi tanga ang mga Pilipino para maunawaan na batay sa simpleng computation ay dapat nakakatipid kung iisa lang ang contractor para sa dalawang nabanggit na trabaho….yon nga lang, iisa lang ang “mapagkikitaan”, kung totoo ang hinala…na sana naman ay hindi.

Maraming binungkal na maaayos at bagong gawang kalsadang aspaltado ang pinalitan ng konkreto na dahil sa malabnaw na timpla, ilang ulan lang ang bumagsak ay naglitawan na ang mga graba. Hindi din yata naisip ng mga “engineer” kuno ng mga ahensiyang gumagawa nito na mas malaki ang bentaha ng aspaltadong kalsada lalo na pagdating sa maintenance. Kung may mga crack ang aspaltadong kalsada, bubuhusan lang ng panibagong latag o layer at ilang oras lang ay pwede nang gamitin. Pero kung konkreto naman, ang gangga-buhok na crack ay kailangang palakihin pa upang “madikitan” ng semento, pero hindi rin naman tumatagal, at bibilang ng araw bago madaanan uli. Ang sa aspalto, habang tinatapalan ng bagong timplang pang-repair, ito ay kumakapal at lalong tumitibay, at ang tunay na gastos ay MALIIT kaya nakakatipid ang gobyerno. Ang sa konkreto, dahil sa malakihang pagbungkal, ang nakakadudang “gastos” ay MALAKI!

Hindi masama ang maghinala dahil kasama ito sa talinong ibinigay ng Diyos sa tao….ibig sabihin gumagana ang utak.  Ang hindi naghihinala at basta na lang umaayon o di kaya ay walang reaksiyon man lang ay may diperensiya sa utak o di kaya ay robot!

Why Not Organize Power Consumers into Clustered Cooperatives

…and let them operate their own energy source?

If power consumers or in layman’s lingo, the users of electricity will be clustered in cooperatives, many pains in the neck will be eliminated, such as:

-inefficient local power cooperatives

-MERALCO and the grid network system

-inefficient Department of Energy

-overdependence on fossil fuels such as oil and coal

The move, aside from encouraging the development of ideas on how to harness more renewable energy resources, can also promote:

-recycling of waste that can be transformed into bio-mass

-development of cooperation among local residents

-more awareness on the need to protect nature

The following is the macro plan:

Clustering need not be difficult to initiate as it can be based on the existing barangay system. The clusters may be composed each of 10 households. Those in the province can make use of the available energy resources that can be harnessed such as rivers, waterfalls, lakes, waves from the sea, or waste from homes and business establishments. Barangays without those resources shall make use of the solar energy. Households that are located far from the center of the barangay shall be provided with individual solar energy set. Schools shall be provided with their own solar energy set.

In the city, those that are in the heart of the metropolis can make use of the solar power and the same clustering system mentioned earlier for the province shall be used. However, those near the dumpsites can make use of the waste that is being accumulated for years. As in the province, schools in the metropolitan barangays shall also be provided with their own solar energy set.

Factories shall be required to put up their own solar power facilities, before they can be permitted to operate.

Entities such as MERALCO and others that set up the web of power lines, shall be required to dismantle them immediately.

Honest-to-goodness cooperatives, with all the barangay residents as members shall operate the system. No private entity shall be allowed to take part. Privately practicing professionals in the field of energy, particularly, renewable resources may be hired if necessary, but only as Consultants.

Protection for the facilities shall be provided by the cooperatives with the assistance of the barangay units.

The initial fund for the operation shall come from the Malampaya project which shall be sustained for at least three months. Subsequent operational expenses shall come from the minimal monthly membership fee paid by the members and the subsidy from the Malampaya fund. The monthly subsidy from the Malampaya project, shall be distributed among the barangays based on their population.

The cooperatives have an option to operate as savings and loans organizations, duly incorporated so that the membership fees can be utilized in revenue generating projects such as cooperative store, handicraft production, and loans for members. The subsidy from the Malampaya fund shall not be used in the revenue generating venture as it is against the policy, hence, held and secured in a separate account.

The project shall be audited on a quarterly basis by the Commission on Audit with copies of records provided to the barangay units, as well as, municipal and city Auditors for close monitoring.
