Mindanao, Sulu and Palawan, Almost Got Separated from the Jurisdiction of the Philippine Government...during the American Regime

Mindanao, Sulu, and Palawan, Almost Got Separated
From the Jurisdiction of the Philippine Government
…during the American Regime
Apolinario Villalobos

In November 1923, the American Chamber of Commerce of Mindanao and Sulu made a proposal to make the Muslim area as an unorganized domain directly under the rule of the Americans. A distinct system of government suited for the area was suggested. However, the proposal was not given much attention, until the Bacon Bill revived the issue.

The sponsors of the Bacon Bill expressed that they just wanted to protect the “defenseless and unarmed, though proud and self-respecting Moros”. As expected, the Filipino leaders opposed the Bill, as they saw the hidden motive behind it which was the exploitation of the areas for rubber production in favor of the American interest. During the time, about more than three million hectares of land in Mindanao were suitable for the cultivation of rubber tree. The Filipinos vehemently insisted that, would there be foreign investors interested in seizing the opportunity of cultivating rubber in Mindanao, it should be fairly done under the administration of the Philippine Government.

As a last desperate argument, proponents of the proposal also insisted that the Moros in Mindanao were never desirous of independence, but prefer to remain under the sovereignty and protection of the Americans. They cited an incident in the past, whereby, Moro leaders supposedly, petitioned the Governor General and the US Congress about such desire. Unfortunately, this allegation was not factually established, as some parties insisted that Filipino Muslims did not really want to separate from their Christian brothers and sisters, but to have independence with them.

The importune Bacon Bill, fortunately, did not illicit support from then, President Collidge and the US Congress. Lately, there’s another move to separate the Moroland from the archipelago via the “original” Bangsamoro Basic Law but was fortunately reviewed for revision before it got implemented. The separation proposal was championed by the Moro Islamic Liberation Front, under Iqbal, and ably supported by Ferrer and Deles, two government representatives in the negotiation panel for peace in Mindanao. The proposal is now assuming another name, “Basic Law for Bangsamoro Autonomous Region” which is more appropriate to be consistent with the rest of the other autonomous regions that are already in place. History repeats itself, indeed….

Kalamyaang Desisyon para sa Kalayaan Island

Kalamyaang Desisyon Para

Rediscover the Philippines Through Scuba Diving

Posted on Saturday, 4 October 2014

Rediscover the Philippines
Through Scuba Diving
By Apolinario Villalobos

The Philippine archipelago that comprises  more than seven thousand islands and islets, is something to behold from air – islands fringed with white beaches, rolling hills, mountains capped with green, with some hills and valleys showing patches of green and brown ,  strewn between the Pacific Ocean and China Sea. During the 80’s, the joint effort of the national government and the private sector comprised of Philippine Airlines, scuba diving outfits and travel agencies, resulted to the creation of the Philippine Commission on Sports Scuba Diving, with the Special Committee for the Development and Promotion of Underwater Diving Tourism as its action arm. From the end of Philippine Airlines, the representative was its Tours and Promotions Division, with its personnel, Edgar Buensuceso, Julio Luz and Thelma Villaseῆor. That was the outlook of dive tourism when the industry was yet, kicking high.

Today, with or without joint effort between the government and private sector, the country deserves to be re-discovered because of the vast paradise that covers its ocean floor. With some 34,000 square kilometers of coral reef, the Philippines could well be dubbed as the scuba diver’s haven. From the northern islands down to the atolls of the south, what the country brags virtually make it the ultimate destination for this aquatic sport. The geography of the country may make one’s movement seemed hampered. But who cares if at the end of a grueling cruise or a combined air and land travel a submarine paradise beckons?

If one may start with the northern islands, there’s Fuga to try. It is a part of the northernmost province – Batanes. Then going down to Pangasinan, there’s Santiago Island off Bolinao. On the eastern cost of northern Luzon are Polilio Islands of Quezon Province. All these are accessible via land transport, except for Fuga, going to which would need a chartered plane.

South of Manila are dive sites which are accessible via Batangas City. The veritable subaquatic gardens of Nasugbu, Balayan Bay, Verde Island, Anilao coast, and Sigayan Bay, practically fringe the coast of Batangas province.

Mindoro, an island of two provinces south of Batangas, also has colorfully-alive marine parks to offer. These areas are those around Lubang Islands, Apo Reef and Semirara, all on the western side of Mindoro. On the eastern side are the equally colorful coral beds of Puerto Galera and Buyallo.

Marinduque, the “Moriones Island”, has Tres Reyes and Mompog to offer. The island province is accessible by air and combined land and water transport, either through Lucena City or Gasan.

The surrounding waters of Visayas region are replete with motley colonies of corals inhabited by pelagic fishes. Romblon, for instance, has Dos Hermanas and Cresta de Gallo; Antique and Aklan with their Batbatan and Boracay.  Cresta de Gallo and Sicogon Islands of Iloilo, also have memorable dive experience to offer, and there’s yet, Nagas Island to complete this old province’s list of dive spots.

A marine sanctuary, Sumilon Island, is easily reached from Dumaguete City, although, it is geographically part of Cebu. The sanctuary is being maintained by the Silliman University. Another island which is frequented by divers in this part of the country is Apo which is also just a short distance from Dumaguete.

Cebu, the country’s seat of Christianity prides in its dive sites that attract hordes of divers throughout the year, except for Capitancillo, an islet which is at its best from April to October. From Mactan Island in the north to Pescador Island  in the southwest and the Danajon Banks, there seemed to be not just enough time for exploration. A popular snorkeling and diving destination among shoestring-budget tourists in this island is Moalboal which is noted for its laid back atmosphere.

From Cebu, Bohol is just a few hours on a ferry. This Chocolate Hills-famed island-province has added two of its islets, Cabilao and Panglao to the already long list of destinations which divers have been frequenting. Both are resplendent with colorful marine life throughout the year. Aside from the ferries from Cebu, the island-province is also accessible from Manila on regular daily flights.

The diagonally-lying island of Palawan is gifted by Nature with atolls and islets, some of which are not yet thoroughly explored. These are the Calamianes Island, Cuyo Islands, Cagayan Islands, Green Island Bay, Bacuit Bay, Ulugan Bay, Honda Bay, Balabac Island, Taytay Bay, and Tubbataha Reef. Down south in Mindanao, divers will delight in Davao’s Talikud Island, Zamboanga’s Sta. Cruz Island and the island sanctuary of Camiguin.

Most of the dive sites in the Philippines are yet in their unspoiled stage, thanks to their almost impossible accessibility. The rest, however, are frequently visited, so that concerned local governments have already started to impose strict regulations.

Interested parties are advised to make advance arrangement with dive shops if they intend to visit islands and reefs so that necessary coordination and clearances can be made with concerned government agencies. Dive packages are also offered by some tour agencies. Some resorts, however, such as those in Anilao (Batangas), Boracay,  and Puerto Galera,  offer on- the- spot arrangements. Seaside hotels Cebu can  assist visitors with their dive requirements.

With tourism as among the last resort revenue earning industries of the Philippines, much effort is exerted by both the national government through the Department of Tourism and the different concerned private sectors in regulating it along the line of ecology.

May Pag-asa Pa Kayang Makabawi ang Pilipinas sa West Philippine Sea

Posted on Sunday, 21 September 2014

May Pag-asa Pa Kayang Makabawi

Kaya, magkabombahan man,  Pilipinas ang unang tatamaan!

Roxas of Palawan and Tabon Birds of Stanlake Island

Posted on Monday, 1 September 2014

Roxas of Palawan
And Tabon birds of Stanlake Island
By Apolinario Villalobos

When one mentions Roxas, what comes to mind is the Roxas City of Capiz on the island of Panay. Palawan has its own Roxas, too, but not known as is, unlike Tabon cave and its exotic species of bird, the tabon bird.

When I visited Roxas, I did not expect the arduous travel that involved different modes. The curious in me, however, prevailed so that I took the risk of being bitten by the dreaded mosquitoes that were infected with malaria virus (today, this has been checked by the local government) and went ahead with my unplanned trip to Palawan. It happened during the summer of 1980…

Puerto Princesa was just a fledgling city during that time but took phenomenal metamorphosis to become what it is now, practically, declared cleanest city in the whole of Philippines several times, and virtually bloomed with structures- signs of fast development.

My trip to the town of Roxas from Puerto Princesa City was made on a bus, early the following morning after the day I arrived. The sights along the way were splendid, as we passed by white sandy beaches fringed with swaying coconut trees and tropical fruit trees. We negotiated winding roads until we reached Langogan River where we were ferried across it. But we got off the bus first, although, the ferrying was made at the same time.

Upon reaching the other side of the river, we went on with our journey over winding roads that cut through verdant hills and forests. The panoramic view from the mountainside road overlooking the North China Sea was just fantastic. The expanse of water was dotted with green canopied islets ringed with white beaches.

Finally, we reached Roxas, a coastal town of abundant coconut groves and white sandy beaches. It covers 608 nautical miles or 142 kilometers of distance northeast of Puerto Princesa City. It is bounded on the northeast by the Ilian River, north to northwest by the Pagdanan Range and in the south by Langoyan. Its total land area is 122,030 hectares.

The evolution of the town into what it is now is interesting. The town was once noted for its small-scale  shipbuilding industry of a community of Cagayanos. The cutting of amorawin tree however, the wood of which was used and abounds in Araceli, was strictly regulated. As most of the time, such wood was not available, they left the place but later returned and settled at Retac which they found not to their liking later on. They found another site marked with a boton tree on which they tried to settle….this, they named Sanboton. With the influx of other settlers, the simple settlement became a barrio that later on became known as del Pilar, in honor of the Filipino hero, Gregorio del Pilar. Finally, it became the municipality of Roxas, after the late President Roxas, by virtue of Republic Act No. 615 signed in September 30, 1951.

Roxas is endowed with minerals such as silica and quartz. San Miguel Corporation discovered high-grade silica in the area and established the Palawan Silica company which was later renamed Nin Bay Mining Corporation. The company developed the town by building roads and an airport, as well as, housing units for its employees. During my visit, the town was practically booming industrially with four companies operating for its mineral deposit. These were the Nin Bay Mining Corporation, Republic Glass Corporation, Roxas Silica Company, and Vulcan Industrial and Mineral Exploration Corporation.

Wild honey, a cottage industry also adds revenue to the coffer of the town. But the most famous of its backyard industry, though, strictly regulated is the gathering of tabon bird’s eggs. Tabon, means “to cover”, which is the habit of the birds to protect their eggs, that they bury in the beach, covered with sand. The scientific name of the bird is Palawan Magapode and found on Stanlake Island.

An adult Tabon bird has gray feathers tainted with green, with the male slightly bigger than the female. For a clearer comparison, the male bird is bigger than an ordinary chicken. Its bead is stout and pointed, with claws that consist of three toes that are blunt, two in front and one at the back. Interestingly, the bird’s call resembles that of a dog’ howl.

The birds bury their eggs in holes with depths of four to six feet, after which, they cover them with sands. The digging usually takes two to three hours and done during rainy days. The egg is twice the size of a chicken’s, oval-shaped and with color that ranges from white to pink and light red, with the shell so fragile that it breaks easily. Hatching takes from 16 to 18 days, during which the chicks struggle their way out of the hole. The chick reaches it maturity in eight to ten months, during which it takes it turn to mate and lay eggs.

Other interesting touristic areas of Roxas, aside from Stanlake Island which has been declared as a bird sanctuary, are those around the Barbacan and Matalangao rivers where birdwatching can be rewarding. Less than a kilometer away is the Matalangao Waterfalls that drops to 80 feet. Practically, the beaches that fringe the coastal town are haven for those who long for a peaceful recluse.

Puerto Princesa City, the capital of Palawan is accessible via flights from Manila. Typical tourists need more than a week to enjoy their visit of the province, as aside from Roxas, they may find the call of  El Nido, the Underground River, and white sandy islets just too strong to ignore.

Palawan

Palawan

Matalingahan (6,839 ft. a.s.l) sa dulong katimugan.
