John Patrick Aggabao…the tireless OIC
Of the Tacurong PNP
By Apolinario Villalobos

The OIC of the Tacurong PNP starts the day of his Team with a formation during which he tirelessly briefs them about their obligations and responsibilities to the public. As the members of the Police Force stands at ease, he reminds them about their obligations and responsibilities as maintainers and preventers of crimes. And, to be effective in these duties, they should be vigilant and must take note of the unusual observed activities which may not require apprehension. Along this line, those assigned to patrol cars should not close the windows and avoid playing music on their cellphone during their cruise. Extra care should be observed in making apprehensions to avoid the accusation of being brutal. To make the serving of warrants to their subjects, all members of the Force shall be deputized to carry out such responsibility, instead of such being confined to a “warrant officer”. Those are just a few of the reminders that he tirelessly mentions during their formation so that they shall be deeply entrenched in the consciousness of his colleagues.

The briefing also includes reports by the heads of the different administrative units, including the custodian of the blotter. The formation culminates with the physical exercise of the scheduled members for the day.

Before the arrival of OIC Aggabao, many have been apprehensive on the kind of guy that would be assigned in the city, especially, because it was learned that he was young…not yet forty. But when he finally reported for duty, those who were apprehensive were relieved because they found him to be affable… friendly and with an easy smile.  He is so trusting that there are some days when he could be seen walking alone, as his own way of contributing to the foot patrolling effort of his contingent.

During our early morning meeting over a cup of coffee, thanks, to Bogz Jamorabon, he mentioned his commitment to really do his best in assisting the likewise, young mayor, Lina Montilla. He must have been aware of the early apprehensions before his arrival so that he made a resolve to really prove his worth as a “people’s police” and his colleagues’ “partner” in their endeavor to maintain peace and security in the city. The clear manifestation of the latter’s desire is his sharing of his knowledge and experience as regards their dangerous profession.

The Animosity Between the Philippine Military and National Police

The Animosity Between
the Philippine Military and National Police
by Apolinario Villalobos

The professional jealousy between the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) is very obvious. No amount of cover-up can hide it. I have talked to a retired military officer and he told me that there is a popular impression in the AFP that the police is apparently pampered not only on the aspect of pay but benefits as well. My friend added that while the AFP soldiers who are exposed to the elements and danger of fired bullets from the enemy line in the field, the police field personnel comfortably commute to their posts on expensive motorcycles or stay in air-conditioned offices.

On the other hand, when I talked to a police friend, he told me that compared to the military, they are more “professional”, as they are degree holders, some even are lawyers, so they deserve appropriate compensation.

The Mamasapano massacre is one instance during which this animosity was manifested. Although, on papers, the two national security agencies are supposed to be “closely coordinating” with each other, in actual practice, there is much to be perceived. The two parties practically pointed accusing fingers at each other, for alleged negligence that led to the gruesome massacre of SAF44 at Tocanalipao, Mamasapano, Maguindanao Province (Mindanao). Until the re-opened Mamasapano hearing in the Senate has finally wrapped up, late in the afternoon of 27 January, 2016, the AFP and PNP are viewed as far from being reconciled.

Ridiculing the Police on the issue of the Diaper is Senseless

Ridiculing the Police
On the Issue of the Diaper is Senseless
By Apolinario Villalobos

The plan to let the police use diaper as an option to effectively carry out their responsibilities during the papal visit, has basis. Other countries use this option, and discreetly, this was also used during the past big events in the country. It was only during the planning stage of the operational strategy for the papal visit that the police agency was vocal about it, after having been egged to come out with detailed plans.

The thousands of police from the provinces were “billeted” in public venue facilities such as stadiums which are uncomfortable due to limited facilities, yet, they patiently persisted in maintaining their poise despite the lack of rest. This Spartan life was endured for five days. The police went through a lot of sacrifice, although they expected it as part of their job, no question about that.

But despite all those sacrifices, some conscienceless Filipinos, still had the heart to ridicule the police. It is a common knowledge that the rank of these law enforcers also reeks with graft and corruption but to ridicule them despite their selfless effort during a significant papal visit smacks of insanity on the part of the blogger who abused the use of the social media. If the blogger uploaded a photo of a police sniffing shabu or accepting bribe, it could have been acceptable.

Bloggers should show decency, fairness, and as necessary, some restraint in expressing themselves.
