Ang Pulitika sa Pilipinas

Walang permanenteng kaibigan sa larangan ng pulitika. Sa larangang ito ay umiiral ang tinatawag sa Ingles na, “survival of the toughest”, o sa Tagalog ay “matira ang matibay” dahil sa makapal na mukha at matibay na sikmura. Ibig kong sabihin sa “makapal na mukha” ay matapang humarap kanino man, hindi nahihiya o nangingimi kung may pinaglalaban. Ang may matibay namang sikmura ay hindi nasusuka sa nakakasulasok na amoy sa loob ng larangang ito. Kung mahina ang fighting spirit mo, huwag kang sumabak sa pulitika. Kung wala kang financial machinery, ibig sabihin ay wala kang “financier” o “investor”, huwag ka nang pumil-ap ng candidacy form sa COMELEC. Sa kabila ng mga nabanggit ko, mayroon pa rin namang mga pulitikong pagkatapos manalo ay nagpapairal ng prinsipyo, subalit, iilan lang sila.

Hindi lang sa Pilipinas umiiral ang bilihan ng boto tuwing panahon ng eleksiyon. Matindi nga lang sa Pilipinas dahil sa tagal ng panahon na pag-iral ng ganitong gawi, nagkaugat na ng napakalalim sa kultura ng mga Pilipino. Tanga lang ang mag-iisip na ang mga sumasama sa mga rally at bumabatikos sa corruption ay “malinis”. Hindi magbibilad sa init at magpakapaos ang mga raleyista sa panahon ngayon kung wala silang natatanggap na benepisyo sa ano mang paraan mula sa ma pulitiko. Huwag nilang sabihing ipinaglalaban nila ang idealism at kapakanan ng bansa at mga Pilipino dahil ang iwinawagayway nila ay BANDILANG PULA o KULAY NG KANILANG FINANCIERS! Kaya malinaw na ginagamit sila ng mg taong naghahangad na hindi magkaroon ng katahimikan ang bansa.

Hindi lang karunungan at yaman ang namamana ngayon kundi pati na rin puwesto sa gobyerno. Okey lang sana ito kung matitino ang mga nagmamana tulad ng ilang mga kilala ko. Subalit karamihan sa mga napaluklok sa puwesto ay gahaman. Negosyo ang turing sa pulitika sa Pilipinas dahil marami ang namumuhunan upang makapasok sa larangang ito. Kapag nanalo, gusto nilang makuha agad ang “return of investment” nila o ROI at ang pinakamadaling paraan ay mangurakot.

Ang 10% na pabiro kung banggitin sa mga usapan, na komisyon daw ng ILANG mga pulitikong nakaupo sa puwesto ay “standard” at “tolerable” kung totoo man. Ang ibang sumisipsip, sa halip na pera ang ibigay sa mga pulitiko ay idinadaan sa regalo….standard practice din yan, maski saang bansa. Subalit ang hindi maganda ay kapag lumampas na sa 10% na umaabot kung minsan sa 70%! Ang malalaking komisyon ay gumimbal sa buong bansa nang isiwalat ni Napoles noong siya ay imbestigahan sa senado. Nasa kulungan na siya ngayon at may mga pulitikong nakakulong din…at kung maaabsuwelto sila, panahon lang at kung sinong presidenteng nakaupo ang makakapagsabi.

Ang nakakabahala ngayon, sa kabila ng katapangan ni Duterte ay napapalusutan pa rin siya ng mga tiwaling opisyal ng gobyerno na naiimpluwensiyahan pa rin ng mga pulitiko….silang mga naghihintay sa pagbagsak o pagbaba niya, kung alin man ang mauna. Dahil may lahi yata ng hunyango ang mga karamihang ungas na pulitiko, papalit-palit sila ng kulay upang umangkop sa kung sinong presidente ang nakaupo sa Malakanyang.

Sa uulitin….ang pulitika sa Pilipinas ay para lamang sa may makapal na mukha at matibay na sikmura.

The Ambivalent and Critical Political Atmosphere

In the Philippines

Politics is universally ambivalent and being such, nobody inside the political arena is a permanent ally and friend. In the Philippines, ambivalent politics is not just prevalent but literally, dirty. Proofs of these characteristics are turncoatism, vote buying with the use of drug money during elections, and slaying of opponents. A few of politicians who staunchly remain clean and idealistic pitifully lag behind during the election, while the rest of them who fortunately get elected, do not last long, as they are either murdered or become victims of image demolition scheme There are clear indications that the general desire of the dirty traditional politicians (trapos) to maintain their clout in the government at all cost is to recoup their expenses during the election, or simply stated, to amass a vast “return of investment” at the earliest possible time. There is a popular adage that says, “the shortest way to get rich is via politics”.

Currently, Duterte is a victim of the ambivalent dirty political system in the country. He got elected because Filipinos perceive in his person a “hope” that they have been wishing for, after the long decadence and downslide of the political system.  In his effort to merge with even the unfriendly elements aside from his political enemies, Duterte extended his hand to them. His effort seemed to have reaped success as peace talks have been undertaken with MILF, MNLF and NPA. Unfortunately, the NPA reneged from its promise to cooperate, proof that the said group is so splintered that its leadership has become inutile due to its inability to control their rank.

On the other hand, the relationship of Duterte with the MILF and MNLF seems stable despite the debacle at Marawi city which involved the initially taken-for-granted terroristic Maute Group. The Marawi debacle is the most acidic test of the Duterte administration as it has greatly affected the long-coveted federalization of the country. It has also diverted the attention of the Armed Forces of the Philippines from other urgent concerns.  The historic city and cultural seat of the Maranaos has impressed an ugly scar in the map of Mindanao that even the Islamic religious groups and elders have come out in the open to denounce the ruthless act of the Maute Group and their Christian recruits.

Meanwhile, politicians in Manila, have all eyes towards Duterte who is from Mindanao, not because they appreciate his effort, but because they view him as evil in his effort to suppress the drug menace. Many of them have not been to Mindanao, yet, they compete with the ageing Catholic bishops in filling the air with condemnations of the guy. That’s how it is with politics in the Philippines, the ambitious and the unthinking make noise to be noticed.

THE GEOPOLITICAL GAME

AND RODRIGO DUTERTE OF THE PHILIPPINES

America bit the bait dangled by the detractors of Rodrigo Duterte on the issue of the “extra judicial killings” in the Philippines imagined by them to be perpetrated by him. These detractors are obviously funded by drug lords who want to liquidate him, as well as, his political opponents with misdoings when they held the reins of the government, hence, lined up for future prosecution/investigation as what is being done to de Lima. If these detractors want “due process”, here’s one for them: PROVE THAT DUTERTE DID ALL THE JUDICIAL KILLINGS.

On the part of the Americans, they did not even give a damn thought on the much-talked about narco-politics and corruption that is gnawing at the whole system of the country. Two American senators did not even give a thought on the fact that the three branches of the government are independent from each other, hence, their call for Duterte to put the Judiciary system in order first, before embarking into the “genocide” of drug addicts is out of tune, as he belongs to the Executive branch, ergo, has got nothing to do with the Judiciary…and who are they to pre-judge Duterte as criminal?...they who live so far away from the Philippines?

America gave Duterte a reason to react to their uncalled for remarks which are tantamount to dipping of their fingers in the internal affairs of the Philippines, much more, in accusing the president of embarking on a genocide of drug addicts. What a way to defend criminals! As a show of nervous reaction, American legislators practically take every statement of Duterte literally. So perhaps, if Duterte will compare a person to a fly, these white-skinned wise guys will assume that the person is really a fly! On the issue of the genocide, what has America done on the genocides happening in African countries that involve tribes….if the image that she wants to project is that of a “Big Brother” of the world?

The best thing that America could have done when Duterte took office as president was discreetly offer help for his immediate plan to embark on a drive against illegal drugs. But she took her time, as if cautiously observing what this ordinary looking and cussing guy from the south of the Philippines can do to realize his ranting against the drug lords and drug pushers…short of saying, “let us see if he can do it”, obviously underestimating his capability.

On the issue of the West Philippine Sea, looking back to so many years in the past, America kept a “safe distance” from the issue. It did not say anything when a concrete facility built by the Chinese suddenly popped up on one of the contested shoals. It maintained the principle of distance and her being a non-claimant, hence, has no business in the contested maritime area. It did not do anything when the Chinese poachers practically “mined” the reefs for their rare corals and shells. Finally, she gave hollow warnings to China only after more shoals have been transformed into fake islands and when the UN committee that handled the maritime dispute issued its verdict in favor of the Philippines. But, they remained as warnings while China does not give a damn as she bides her time in reclaiming more reefs. The warnings even made many wonder if they were sincerely given, considering the tight financial grip that China has on the neck of America.

Duterte knows for a fact that America will never release her hold on the Philippines based on the issue of strategic location in Southeast Asia. America needs the Philippines to maintain her dominance of the world, and so it seems.  In this regard, every time Duterte utters the scrapping of the joint exercises between the US and the Philippine militaries, he makes the American leadership nervous. The overt high regard of Duterte to China and Russia makes America more nervous.

If America is wise, she should behave the way she should and respect the sovereignty of the Philippines, not like a landlady admonishing a tenant who has long overdue unpaid bills. Unfortunately for her, the new president of the Philippines is one who has been toughened with nationalism, ill-feeling against corruption, and illegal drugs….also, one who cannot be bent with threats….traits of a leader in a world beset with bluffs, exploitation, and treachery among the weak and strong nations that characterize geopolitics.

With the shaky relationship of the Philippines with America, Duterte this time is holding on to the ace. America should better think twice before making her next move and utter another statement. She should realize this time that she is not the only powerful nation in the whole world, based on the economic trends and political movements that constantly re-align alliances among nations. What is clear here is that America IS NOT THE ONLY OPTION….in the game of geopolitics.

ON DEFENDING IDOLIZED POLITICIANS

AND BLOGGING

The problem with the “defenders” or “supporters” of politicians is that they tend to be overzealous in what they do and say to the point of even killing or get killed by those who belong to the “contra-partidos”. Most often, during election campaign, we hear of political leaders being ambushed on the way to rally sites or shot right inside their home. When they die, the politicians that they support shoulder the wake and burial expense….that’s all. Some politicians do not even know most of these “leaders” from Adam or Eve, except those who belong to their inner circle, as they are just names on their payroll. The tight handshake and smile that the politicians give to the “lesser leaders” do not necessarily mean closeness. After the election, winning politicians forget the names even of those who belong to their “inner circle”, as new set of butt-lickers march into their offices.

In blogging, there should likewise, be restraint in the showing of emotion. Bloggers should stick to the issue and not the character of fellow bloggers. Commentors to the blogs are considered as bloggers themselves, hence, they become responsible for the enhancement that they contribute to the blog, be it positive or negative. Again, idolized politicians do not personally know all the bloggers who support them, so there is no reason why the latter should overdo their unsolicited overzealousness. Laying down one’s own ideas to support those of the idolized politician should be enough to show that the supportive bloggers are just around…the bigger their number, the better.

I must admit that I have been guilty of overzealousness in the course of my blogging that made me cuss sometimes. Fortunately, I do not cuss anybody in particular, not even the politicians who I hate, as I do it only to release my pent up emotions being one with a “type A” personality. To show more maturity in this effort, though, I try my best not to cuss…unless provoked. Again, as expressed in my earlier blogs, I am not a saint who is virtually shielded with Godliness, as I consider myself an ordinary creature who has got no patience in just parrying insults to my person. I am not the type of a guy who throws back bread to someone who bombards him with rocks. As we all know, bread is a precious food so I can’t just throw it at an idiot who deserves a rock, instead….which for me should not only be a single rock, but a huge one, too!....bashers deserve a Peter to jolt them back to their sanity!

Naugat ang problema sa Bilibid na ang mga nasa “ibaba” pala – mga guwardiya ng mga nakakulong na tumatanggap ng suhol kaya nagiging direktang kakutsaba sa pagpapalusot ng mga illegal na bagay sa loob ng kulungan. Kaya pala kahit ilang beses nang nagpalit ng mga opisyal ay umarangkada pa rin ang mga katiwalian. Subalit ngayong nagkaroon ng marahas na pagbabago, kasama na ang pagpalit ng mga guwardiya na ang ipinalit ay mga miyembro ng SAF ng PNP at mga sundalo, inaasahan ang mga pagbabago…sana.

Hindi naiiba ang kalagayan ng Bilibid kung ihambing sa bansa. Parehong may namumuno, mga opisyal at mga tauhan. Ang namumuno ngayon ng bansa ay isang matapang na presidente, si Duterte. Nagtalaga naman siya ng mga opisyal sa iba’t ibang ahensiya ng gobyerno. Subalit hindi maiiwasang ang mga sangkot sa mga katiwaliang nasa bandang “ibaba” ay nasa puwesto pa rin at hindi basta-basta mapapaalis dahil sa kanilang job security batay sa Civil Service Code, lalo na ang mga naturingang mga Career Service Officers. Kung ihahambing sa Bilibid, sila ang mga guwardiya.

Nahalatang wala pa ring malawakang pagbabago dahil ang ginagawa ng mga ilang opisyal na nagpapatupad ay simpleng “pakitang gilas” lang, kaya pansamantala o ningas cogon. Sinakyan lang nila ang banta ng pangulo nang makita nito ang mga katiwalaan kaya bigla silang nagsikilos. Ang sabi tuloy ng mga Pilipino, kaya naman palang kumilos, ay kung bakit kailangan pang hintaying magmura at magbanta si Duterte. Tulad ng inaasahan, makalipas ang ilang araw karamihan sa mga “binago” ay bumalik sa dating anyo. Ang sabi pa ng iba, nakakaduda ang tuluyang pagpigil sa pagkalat ng droga dahil ang ibang mga sangkot ay nandiyan pa rin at nagpapalamig lang. At, ang nakakabahala ay alam ito ng mga dapat magpatupad.

Nagbanta ang mga bagong hepe ng ilang ahensiya sa mga tauhan nila, subalit hanggang doon lang sila….hanggang sa pagbanta dahil ang ilang mga tiwaling tauhan ay nakakapit pa rin sa mga puwesto. Lahat ng ahensiya ng gobyerno ay ganyan ang kalagayan, kaya paanong magkaroon ng pagbabago na gustong mangyari ng bagong pangulo? Kung pagbabago ang gusto niyang mangyari, dapat ay gumawa ng paraan upang  makapagpalit din ng mga “mukha” sa bandang “ibaba” ng mga ahensiya. Kaya bang gawin ni Duterte sa lahat ng ahensiya ang sistemang ginamit sa Bilibid? At, ang mga itinalaga niyang mga hepe ng mga ahensiya, kasing-tapang din kaya niya na kayang magbanta sa mga tiwaling tauhan ng pagtanggal kung napatunayang sila ay gumawa ng katarantaduhan? May mga patakaran tungkol dito na nakapaloob sa Civil Service Code, pero kaya bang ipatupad ang mga ito ng “buong tapang”?

Duterte Has Become Synonymous

to Drastic Transformation of the Philippines

The change under the administration of Duterte has to be drastic because some that need to be transformed even require a total 360-degree turnaround. The culture of the Filipino is the kind in which “everyone wants to have his own way”, and worst is that some don’t even want to lift a finger as his way of helping, yet, these are the ones who are overly dependent and judgmental. In this regard, the drastic change should start from within us, and the leader must show an equally steely resolve.

Filipinos should not only hope for a change, how drastic it may be, but contribute an effort in its realization. Understandably, hopelessness have stemmed from disappointments brought about by the failure of the past administrations. This time, something can be viewed as basis for the promised change – the transformation of Davao from where Duterte came. When the idea of Duterte running for president was floated to give way to a change, those in Manila were one in being apprehensive, as Davao is much different from Manila, much more, the whole country. As the campaign gained momentum, however, and the trending support was mounting, the feeling has become viral, changed into a supportive one, to give way to the popular clamor. 

With Duterte very evidently sure to sit as the new president, there is a general acquiescence for whatever change he would want implemented, especially, those found effective in Davao. Even his choice for the new chief of the Philippine National Police who would bypass three layers of senior officers was accepted, unlike the past appointments that generated complaints and grumblings. The current PNP organization without even, yet, its new chief, has made pronouncements to support all plans of Duterte to prove their worth for the prioritized changes for the said agency, still viewed as drastic, one of which is the decentralization in the administration of benefits as they shall be distributed among the regional centers aside from the upgrade of wage.

Government agencies whose concerns are the “downtrodden” – the long suffering lowest rung of the Philippine society, are promised to be offered to the left wing and expected as one of these is the Department of Social Welfare. The left wing has been invited by Duterte to join him in steering the Philippines toward a new direction. This invitation is seen as a challenge if indeed, it can do something to improve the lot of the impoverished, as it has been too critical of the programs of the past administrations. This drastic change in the system could be seen as an acid test to the sincerity of the left wing in its promise to help the country for the better.

With the coming of the new hands-on president, expected too, is the drastic change in the system of the country’s prisons system, especially, the New Bilibid from where detained drug lords still operate their business. Along with this is the long-clamored  cleansing of the barangay level which observers claim, has become the breeding ground for future corrupt government officials, as well as, their being viewed as tools of the sitting corrupt government officials. There is a need that this lowest rung of the government hierarchy should be checked, a tough job for whoever will be appointed as the new secretary of the Department of the Interior and Local Government.

Finally, his move for a friendly relationship with China as regards the issue on the West Philippine Sea is also viewed as drastic, although, Duterte made it clear that he will maintain the claim of the country over the concerned territory. This is a practical move as since time immemorial, the Filipinos have been cordially dealing with the Chinese culturally and commercially. On the other hand, enforcing our rights militaristically is futile. His move will also indicate that we are not totally relying on the regular joint US-Philippines “Balikatan” military exercise which is America’s manifestation of her support for our defense against any aggression.

Some apprehensive Filipinos, this time, have just to fasten their seat belt for the impact that will be brought about the drastic changes…

Dapat “Magpaka-disente” ang mga Botante…

Kung gagamitin ang mismong sinabi ni Roxas na “magpaka-disente” daw ang mga botante,

ipinahihiwatig niyang huwag iboto si Duterte dahil nagmumura kaya hindi disente….kulang na lang ay sabihin niyang nakakahiya ang ugali.  Ang pinagbatayan na naman ng kanyang sinabi ay ang mahigit dalawang dekadang kaso ng pag-rape at pagpatay sa isang dayuhang misyonarya kung kaylan, dahil sa sobrang galit ay nagbitaw si Duterte ng mga hindi magagandang salita, na pinagsisihan na rin niya. Kaya, ano ang problema ng mga kalaban niya?...gusto yata nila ay umatras si Duterte dahil sa ginawa niyang yon!

May mga “salitang kanto” na lumalabas sa bibig ng ibang taong nanggagalaiti galit. Subalit hindi nangangahulugang ang taong marunong ng salitang kanto ay hindi na disente, bagkus ito ay patunay ng kanyang malawak na kaalaman dahil pati salitang kanto ay alam niya. Para yata sa mga disenteng edukado daw at mga mayayaman pero may makitid na isip, ang pagsambit ng “Oh, my God!”, o “Jesus Christ!”, o “For Christ’s Sake!”, o “Jesus!”, kapag nagulat o nagalit ang isang tao ay hindi masama, ganoong mas higit pa ito sa pagmumura, dahil ang mga nabanggit ay itinuturing na “blasphemy”. Para yata sa kanila, disenteng pakinggan ang mga “blasphemy” na ito dahil English kaysa pagmumura sa Pilipino!

Lahat ng nangyayari sa buhay ng tao ay may dahilan. May nabubuntis dahil kung hindi ni-rape ng ka- eyeball niya na nakilala lang sa facebook ay nagbigay ng pagkababae niya sa lalaki. May naempatso o nabundat dahil sa sobrang katakawan. May tangang nadulas o nahulog sa hagdanan o nadapa dahil nagti-text habang naglalakad. May hinimatay sa katatawa dahil nakarinig ng Erap o Miriam joke o di kaya ay dahil kiniliti sa magkabilang kili-kili at talampakan. May nagmura dahil nagalit sa mga taong gumawa ng masama. At ang pinakamasama ay may nagnakaw sa kaban ng bayan dahil sa sagad- butong pagkagahamang ugali, o di kaya ay nagpabaya sa trabaho at obligasyon dahil walang alam! Sino ba ang gustong magmura na alam naman ng kahit hindi nakapag-aral, ay masama? Dapat alalahaning kahit taong bulag kung kalabitin ay lumilingon!

May kasabihan sa Pilipino na, “tahimik, nguni’t nasa loob ang kulo”. Ibig sabihin ay may mga taong tatahi-tahimik subalit nagpipigil lang na magpakita ng maka-demonyong laman ng kanilang isip at may kinikimkim na masamang ugali na nagpapatigas ng puso upang maging animo ay bakal sa kawalan ng pakialam sa kapwa-tao. At, ang iba na nagbabait-baitan, hindi man maringgan ng pagmumura nang harap-harapan ay IMPOSIBLENG hindi mag-isip ng masama sa kagalit o di kaya ay murahin ito sa kanyang panaginip at diwa. At, ang pinakamasama ay ITI-TSISMIS ang kagalit pero nginigitian naman kung kaharap! Dahil sa kapipigil ng mga masasamang iniisip, marami  tuloy ang nadudulas sa pagsasalita na nagkakanulo sa kanila.

Sino sa palagay ni Roxas ang may busilak na damdamin at diwa kaya hindi nakakapagbitaw at nag-iisip ng masama?...kung sasabihin niyang ang mga santo papa, mali siya!...kung sasabihin niyang ang mga sinaunang mga propeta, mali siya!...kung sasabihin niyang si Hesus, lalong mali siya dahil minura din nito ang isang kawawang puno na hindi nagkaroon ng bunga, kaya wala siyang makain noong siya ay nagugutom, kaya dahil sa ginawa niya, ayon sa Bibliya, ito ay nalanta! May hinimatay man lang ba sa pagmumura ni Duterte? Wala ni isa mang tao na sa buong buhay niya ay hindi nag-isip ng masama o nakapagmura dahil nagalit o nagulat.

Ang taong disente ay may sariling pag-iisip at paninindigan. Hindi nasusukat ang pagka-disente sa mga pagmumurang nasasambit dahil itong ugali ay isa sa mga paraan upang hindi manikip ang dibdib ng isang tao dahil hindi niya kinikimkim ang sama ng loob. Meron na ngayong “shout therapy” at sa pagsigaw ay pwedeng magmura habang iniisip ang mga kinaiinisan, lalo na tao. Kaya maraming naee-stress ngayon ay dahil hindi naglalabas ng galit kahit man lang sa pagmumura.  At meron ding mga physical exercises na upang magkaroon ng magandang epekto sa katawan ay kailangang sabayan ng pagsigaw. Ang pagsigaw at pagmura ay pareho lang, at walang physical na pananakit, hindi tulad ng mga paraang pagsuntok o pagsampal ng kapwa, dingding, mesa, manghabol ng itak, o mamaril ng walang patumangga (unscrupulously). At, kadalasan, ang mga nagmumura na nagpapaluwag lang ng dibdib ay walang tinutukoy na tao.

Ang HINDI DISENTE ay taong malamya (spineless or with “soft personality”) at walang sariling paninindigan kaya ni hindi marunong mag-isip ng sariling plano sa buhay dahil mas gusto pa niyang sumandal sa taong wala namang napatunayan! Isama pa diyan ang nagmamaang-maangang matalino at malinis, yon pala hindi rin nalalayo sa dating daang pinagyayabang ng iba ang gustong tahakin kung manalo siya. At, ang pinakamarumal-dumal ay ang taong “kurakot to the bones” na ang plano ay ikalat sa buong bansa ang salot ng korapsyon na kanyang sinimulan sa isang bayan!

Ang sinasabi ng mga disente ay hindi daw dapat gamiting joke ang “rape” o pagkagahasa ng isang babae dahil nakakasakit ng damdamin ng mga kaanak at kapwa babae. Pero ang mga joke tungkol sa pangungurakot sa kaban ng bayan at kapabayaan kaya marami ang nagugutom, ay hindi lang nakakasakit, kundi nakakamatay at MALAWAK pa ang pinsala…buong bansa, hindi lang ilang sector ng populasyon! Bakit walang sinasabi tungkol dito ang mga disente kuno?

Asahan pa ang ibang kakalkalin ng mga desperadong kalaban ni Duterte…at baka bigla silang maglabas ng mga kuwento tulad ng tungkol sa kawawang asong ulol na sinipa niya, inosenteng ipis na tinapakan niya, mga dagang makulit na pinakain niya ng Dora o Racumen, mga lamok na gusto lang” humalik” pero walang awa niyang inispreyhan, etc.!

May kasabihang kapag nanduro ang isang tao, iisang daliri lang ang nakaturo sa kanyang dinuduro, samantalang ang nakaturo sa kanya ay tatlo niyang sariling mga daliri! (One who accuses somebody points only one finger to him, while his own three fingers are pointing back at him (accuser)!)

The Administrations of two “President Aquino”

…Cory and her son, Pnoy

Many still view President Cory Aquino as an “accidental president”. The death of her husband, fuelled by the pent-up emotion of the Filipinos against the Marcos dictatorship, propelled her to presidency. Many are still wondering what would have happened if Ninoy Aquino made it back to the Philippines via Malaysia as was the original plan. Would he be the “best” option, as the Filipinos were tired of the Marcos-style of dictatorship? As recalled, Ninoy was alleged to have a “left wing” leaning, so that, would have the Philippines been under a communist administration if he got elected as president?

The hope of the Filipinos when Cory took over the reins of the government from Marcos, to have a “better” life did not materialize…dashed to dust in a puff. Ass-lickers in the government just changed their color, from red and blue (Marcos) to yellow (Cory Aquino). Sanitizing cordon around the president still prevailed, as were “whisperers”, because even Jovito Salonga, himself, as the first chief of the PCGG complained of not having enough liberty of approaching the lady president for matters about the “stolen wealth”, cases of which were being heard in the United States. The administration of Cory was also characterized with several attempts of take over from disgruntled junior officers of the military, albeit, did not succeed. The perpetrators are now active senators and even running for the vice-presidency. But worst, Cory’s tenure saw the occurrence of the celebrated Mendiola and Hacienda Luisita massacres, the blackest mark ever to what her followers consider as an “immaculate administration”.

The only significant accomplishment of the Cory administration was the reduction of the price of “galunggong”, touted as the poor man’s fish. The hoped-for recovery of the country’s wealth, supposedly stolen by Marcos became just but a dream. The subsequent administrations that were expected to double the effort for the recovery were also disappointments, as corruption, instead, became just more apparent.

The son of Cory Aquino, Benigno III (Pnoy) took over as president, as a result of alleged political manipulation which is common in Philippine politics. He made use of the “tuwid na daan” (straight path) as the essence of his administration, which was supposed to be “the way of a non-corrupt government”. This quixotic quest proved to be a worse disappointment right at the beginning, and still got worst at the closing of his administration. The slogan became a big joke and boomeranged on the president with a big bang.

Just like the administration of his mother’s, Pnoy’s own is also characterized not only be indifference but more massacres – those that happened in Zamboanga City committed by MNLF; Mamasapano (Maguindanao), still being investigated; and Kidapawan (North Cotabato) committed by the police against the farmers who just want a few kilos of rice to tide them over the onslaught of the El Niἧo. Still worse, the devastations that whipped the country, particularly, the eastern Visayas area by typhoon Yolanda has put the country in a shameful spot in view of the misused donations from foreign donors, and the unchecked pilferage of same, as well as, the embarrassingly inferior quality of government habitation projects for the victims, and which until today, after many years, are not yet complete. What the government people, especially, the DSW, present in their reports as completed are projects of the NGOs.

Government facilities that are supposed to counter the worsening of traffic, such as the Metro Rail Transit (MRT) and Light Rail Transit (LRT), have become subjects of investigation for incessant commission of corrupt deals. It took a long, long time for Vitangcol, the chief to get down his post. Accordingly, he was a close associate of the secretary of the Department of Transportation and Communication, Jun Abaya. Even the national police chief, a close friend of the president was not spared by the resignation calls, but they proved useless as they fell on the deaf ears of Malacaἧan Palace and the guy, himself, Allan Purisima.

There were calls for the resignation, too, of Abad, the chief of DBM, also Soliman of the DSW, and many more of Pnoy’s people….but his indifference is such that they remained shamelessly glued to their seats. Such display of arrogant assurance has manifested the famous line, “what are we in power for?” As if the puns were not enough, Pnoy Aquino’s administration was dubbed “Student Council”.

Finally, even though the administration swears to high heavens about the absence of pork barrel in the approved trillionic budget, expert lookouts and observers are insisting that they are hidden behind new references. It’s as if Pnoy has just paved the way for another wave of corruption after he leaves Malacaἧan Palace. Such unwavering indifference is like not giving a damn to a people who, for him, has not had enough of misfortune under the administrations after the Martial Law!

May Proposal pala noon si Marcos kay Cory Aquino

Pero hindi Pinansin…

Noong panahon ni Cory Aquino bilang presidente at si Doy Laurel naman ang Bise-Presidente, may proposal pala ang naghihingalo nang si Marcos na ibabalik niya ang 90% na perang sinasabing kinamkam niya at mag-iiwan na lang ng 10% para sa kanyang pamilya kapalit ng pag-uwi niya sa Pilipinas kung saan niya gustong mamahinga nang tuluyan. Pilit pinarating ito kay Cory sa pamamagitan ni Doy Laurel na kahit minsan ay hindi pinagbigyang makausap hinggil dito. Kung pinagbigyan ni Cory si Marcos, sana ngayon ay hindi nagkaka-problema ang gobyerno sa isyung ito. Sa pagpasubasta nga lang ng mga alahas ni Imelda ay pinoproblema na ng gobyerno kaya ang pag-asa ng mga Pilipinong mabawi ang nakaw na yaman ay parang bula na nawala – nalusaw!....at yan ay dahil sa pulitika na malalim na ang pagkakaugat sa sistema ng gobyerno. Wala ring nangyari sa mga sequestration effort dahil napag-alaman na pinagkitaan lang din daw. Ilang dekada na ang nakaraan at ilang presidente na ang pumalit kay Cory, pero ang balak na pagbawi sa mga ninakaw na yaman ay “balak” pa rin hanggang ngayon.

Bago pa lang si Cory noon ay napansin nang maraming mga kaibigan at kamag-anak ang naitalaga sa iba’t ibang puwesto….kasama na diyan si Binay na tuluyang iniluklok sa Makati bilang mayor. Bukambibig ni Binay ang utang na loob nito sa pamilya ng mga Aquino, kaya ang malaking katanungan ay kung kakasuhan ba niya si Pnoy at mga kaalyado nito kung mananalo siya bilang presidente. Kaya tuloy marami rin ang nagsasabi na dahil halata namang hindi mananalo si Roxas, ang talagang “fallback” daw ni Pnoy ay si Binay. Dapat pansinin na ni minsan ay hindi nagpalitan ng maaanghang na mga salita sina Pnoy at Binay. Ang bumabatikos kay Binay ay “iilan” na kalaban niya lalo na sina Trillanes, Cayetano at Pimentel, maski ang Malakanyang ay tipid sa pahayag laban sa kanya. Ano ang ibig sabihin nito?

Hindi pa man bumababa si Cory noon ay marami na ang nag-speculate na makakabalik din ang mga Marcos sa Pilipinas, subalit, kung namayapa na ang dating diktador. Nasa kultura ng Pilipino ang pagiging mahabagin, maawain, kumikiling sa underdog o inaapi na nangyari sa mga Marcos nang hindi pinayagang umuwi habang buhay pa ang diktador kahit naghihingalo na, at lalo na nang hindi pinayagang ilibing ang mga labi niya sa Libingan ng Mga Bayani.  Nasa kultura din ng Pilipino ang hindi pagtanim ng matinding galit kahit hindi makalimot sa mapait na nakaraan. Karamihan kasi ay mga Kristiyano kaya nagising sa mga turo o aral tulad ng pagpapaubaya at pagpapakasakit. Kung hawak ng grupo ni Cory ang Hukbong Sandatahan noong umupo siya, lalo pa at nasa likod niya sina Enrile at Ramos, bakit siya natakot sa pagbalik ni Marcos sa Pilipinas ganoong ito ay naghihingalo na? Isa pa, bakit hindi ilagay sa pipirmahan ni Marcos na kung magpapasimula siya ng kaguluhan ay ibabalik siya sa Hawaii?

Ang korapsyon sa gobyerno ay patuloy sa pamamayagpag nang umupo si Cory, kaya marami ang nadismaya. Hindi rin napansin ang pagbalik ng mga Marcos sa Pilipinas, at kung may nakapansin man ay nagkibit-balikat na lang. Kung seryoso ang gobyerno ni Cory noon na hindi pabalikin ang pamilya, bakit hindi gumawa ng mabigat na batas para dito? Nagkaroon ng bagong Konstitusyon noong panahon niya, bakit hindi gumawa ng batas na haharang sa “political dynasty”? Ngayong sumabak sa pulitika ang mga miyembro ng pamilya Marcos maliban kay Irene, at si Bongbong ay maraming sinasabi upang linisin ang pangalan nila, ay saka naman nagri-react ang mga mapagkunwaring marurunong daw. Hindi dapat sisihin si Bongbong dahil anak siya ng taong binabatikos kaya umiiral ang likas na damdamin niya bilang anak. Kung noon pa lang sana ay hinarangan na ang mga Marcos bago nakabalik, wala na sanang mga binibitiwang mapagkunwaring mga salita ang mga nasa puwesto pa at ibang aali-aligid na mga hunyangong pulitiko…naghihintay sa bagong mahahalal na presidente na uungguyin na naman nila at hahalikan sa paa at puwet!

Ngayon, sa henerasyon ng mga kabataan na karamihan ay walang kamuwang-muwang sa People Power dahil hindi naman ito itinuturo sa mga eskwelahan, ang mga nagpakitang-gilas noon na magbabangon daw sa nakalugmok na Pilipinas ay nangangako pa rin….at may nagbabanggit pa ng tuwid na daan! Pinipilit ding agawin ng mga gahamang ito ang karangalan sa pagpatalsik sa diktador, mula sa mga nagbuwis ng buhay na mga estudyante, mga madre na humarang sa mga tangkeng pandigma sa EDSA, sa mga nagpakagutom sa lugar pa ring yon ng kung ilang gabi at araw, at sa mga magsasakang nagtiyagang makisakay sa mga trak at naglakad makalahok lang sa pagpapatalsik. Tanggap ko na ang nagsilbing mitsa ng People Power ay kamatayan ni Ninoy Aquino, pero hindi dapat kalimutan na ang langis na nagpaapoy sa mitsa na yan ay ang katapangan, dugo at buhay ng mga ordinaryong Pilipino. Paano na kung walang sumipot sa panawagan ni Cardinal Sin?... siguradong nilangaw ang EDSA at nakalaboso sina Enrile at Ramos!

Dahil sa kapabayaan ng mga namuno na nagsimula nang mawala si Marcos, nagpatung-patong na ang iba’t ibang uri ng korapsyon. Dahil ang mga dati nang mayaman ay lalo pang yumaman, wala silang problema ano man ang mangyari sa Pilipinas….samantalang ang mga mahihirap ay lalong naghihirap at nakanganga sa harap ng mga ampaw na pangako na naman…ngayong palapit na ang eleksiyon!

Magkapareho ang Pananaw ni Pacquiao at Binay

Pagdating sa Katiwalian…nakakabahalang isipin!

Umaayon si Pacquiao sa pananaw ni Binay na walang katotohanan ang mga ibinebentang sa kanyang katiwalian hangga’t hindi napapatunayan. Papaanong mapatunayan ni Binay na wala siyang kasalanan kung hindi naman siya umaatend ng mga hearing? Paano niyang mapatunayan na hindi galing sa nakaw ang yaman nila kung palaging idinadahilan niya ang “immunity” ng kanyang posisyon upang hindi siya mapuwersang dumalo sa mga hearing?

Nakakabahala ang ganitong pananaw dahil nagpapahiwatig ito na walang kasalanan ang isang nagnakaw kahit may mga ebidensiya pero hindi napatunayan sa husgado dahil sa galing ng kanyang abogado. Ang ganitong pananaw ay nagsasalamin ng hindi mapapagkatiwalaan sistema ng hustisya na pinapagalaw ng mga abogadong “matatalino” at ang serbisyo ay mayayaman lang ang may kakayahang umupa. Dahil diyan, maraming mga inosenteng mahirap na walang pambayad ng magaling na abogado ang  nabubulok sa bilangguan.

Palaging may karugtong na “Diyos” at pa-English pang deklarasyon ng kanyang “faith” kuno tuwing magsalita si Pacquiao upang ipabatid na siya ay maka-Diyos, kaya tingin niya sa kanyang sarili ay isang mabuting tao. Nakakapanindig- balahibo ang ginagawa niyang pagmamalaki….kahindik-hindik, at isang karumal-dumal na kayabangan! Hindi dahil dasal siya nang dasal o di kaya ay panay ang pagbasa ng Bibliya ay mabuting tao na siya. Paano ang mga walang Bibliya dahil walang pambili? Sila ba, tulad ng mga bakla at tomboy, ay mas masahol din sa hayop dahil walang na-memorize na salita ng Diyos tulad niya? 

Paano naging mabuti ang isang tao na nagsasabing inosente siya hangga’t hindi napapatunayan sa korte ang mga kasalanan niya, kahit sa kaibuturan ng kanyang diwa ay alam niyang may kasalanan talaga siya? Ang ganitong pananaw ay nagpapahiwatig ng karumal-dumal na kawalan ng konsiyensiya ng isang tao dahil kahit alam niyang may kasalanan siya pero kaya niyang kumuha ng isang matalino at magaling na mga abogado ay siguradong absuwelto siya.

Kung mananalo si Binay bilang presidente at si Pacquiao ay senador, hindi na mawawalan ng pangungurakot sa gobyerno dahil ang kasalanang ito ay kailangang patunayan PA sa korte, ayon sa kanilang pananaw. Hindi man sila ang gumawa ay gagawin ng iba dahil kaya nilang umupa ng magaling na abogado kahit mahal ang serbisyo. Yan ang sagot sa tanong kung kaylan pa may napatunayang nangurakot na malalaking opisyal sa matataas na puwesto ng gobyerno. Samantala ang mga kaso man lang ng mga kinurakot na pork barrel sa ilalim ng kasalukuyang administrasyon ay wala pa ring linaw hanggang ngayon.

Nakakatakot isipin na nabubuhay tayo ngayon sa panahong naglipana ang mga taong walang konsiyensiya. Silang tingin sa sarili ay maka-Diyos at hindi asal-hayop dahil panay ang basa ng Bibliya, pagdasal, at pag-attend ng prayer meetings, kaya mga “Kristiyano” kuno…ganoong ang nasa isip pala ay inosente sila sa mga kasalanang ginawa dahil hindi napatunayan sa korte! 

Plans, Promises, and Pleadings of

Candidates During Philippine Electoral Campaigns

The electoral campaigns in the Philippines are treated by Filipinos as both spectacle and financial opportunity. Candidates assume different convincing facial expressions as they blurt out plans and promises if they are voted to the position and these are spiced up with pleadings that are made colorful with courteous vernacular words such as, “po”, “ho”, “opo”, “oho”, “natin”. Audiences are entertained by singers and dancers from the showbiz industry. Virtually, during electoral campaigns, corrupt personalities become saintly, and worse, demean themselves by being funny as they take the risk of being ridiculed – all in the name of the dirty Philippine politics. As a financial opportunity, well….vote-buying is done in the open, no question about that.

Mar Roxas plans to transfer the Manila International Airport to Clark Airbase. He must be dizzy when he mentioned this during an interview. He forgot about the terribly unpredictable traffic along the South Luzon Expressway going through which would take at least three hours before a motorist from Metro Manila could make it to the first Bulacan town. The reality is, if one would come from the Metro Manila area, he or she has to muster, yet, any of the hellish traffic along EDSA, Pasay, Roxas Boulevard, Commonwealth and Rizal Avenue. Passengers are used to reaching the airport today from their residence within the city or the suburbs such as Cavite, Laguna, Novaliches, and Antipolo in just about two or three hours depending on the unpredictable traffic. With the transfer of the airport to Clark, they must allow at least six hours, inclusive of the two hours leeway for the check-in before the published departure time. Worst is if the passenger will have to commute by bus to Clark. To be safe, a passenger will have to spend for an overnight somewhere around Clark Air Base if he or she is taking a flight the following day. Even if the government will offer free shuttle service, the same hellish traffic  will be dealt with along the way.

Roxas keeps on promising the continuance of the programs of the administration to which he is so much attached as if with strong sentimentality. What is there to continue, anyway?...the obvious inept and insensitive attitude?...and still, another big question is, has there been anything accomplished that benefits at least the majority of the impoverished? If he is talking about the cash being doled out, such program is still being questioned, as in some areas it is allegedly tainted with graft.  If he is talking about the “progress” based on statistics, this too, is being viewed as dubiously self-serving. He should also, not forget that the administration still has to answer many questions as regards the fate of donations for the typhoon Yolanda victims, aside from so many other issues with the hottest, as the Mamasapano massacre and the purported well-concealed pork barrel in the just-approved budget. It would do him good at least, if he scraps out the “tuwid na daan” from his campaign statements and just promise what he can do. He should make people believe in his capability, not in his association with Aquino whose reputation is debatable. As for being not corrupt, he could claim that.

Duterte is promising to eradicate criminality and corruption in six months or he would resign. Unless heads will roll at least within the first two months upon his assumption if elected, he better be prepared with a resignation statement. How can he control the undisciplined and financially-pampered Congress? For a town, city, or province, this may be possible, but not for a nation whose law-making bodies got calloused with corruption.

Binay on the other hand, keeps on saying that he is not corrupt. He must be imagining that the Filipinos are idiot! It is suggested that the word “corrupt” be not ever mentioned in any of his campaign ads, or uttered by him. He should, instead, promise hospitals and terminal buildings to be built during his incumbency…and find out if his listeners will boo him just like what he experienced in Cebu.

Candidates for the 2016 election know that plans and promises during the past electoral campaigns were made to be broken, so they will do it, too. They should not be meddling in politics if they are not honestly aware of this fact. Those that will come after them will again make promises, propose plans, and plead, as expected. During the electoral campaign that will follow, it will be done again….still, again and again…..a vicious cycle of the dirty Philippine politics!

Ang Mga Laglagan sa Pilipinas

Ilang buwan pa lang ang nakararaan, laglag-bala ang mainit na isyu. Ang mahigpit na pag-kontrol sa mga airport upang maiwasan ang pagpuslit ng mga deadly ammunition ay okey na sana subalit nasilipan ng butas ng ilang tiwali sa airport dahil sa paniniwala ng mga Pilipino sa bala bilang agimat. Dahil sa katiwalian na iyan, maraming tanga at may matigas na ulong Pilipino ang nawalan ng trabaho sa ibang bansa dahil napigilan sa pagsakay sa eroplano dahil lamang sa iisang balang nakita sa kanilang bagahe. Maraming tangang Pilipino ang umaming nagdadala talaga ng bala sa abroad upang pananggalang daw nila laban sa pag-aabuso ng employer. May mga natanggal na ring mga inspector ng bagahe dahil kahit obvious na talagang walang laman ang bala dahil ang tinuturing na agimat lang talaga ay ang tansong basyo, pinagpipilitan pa rin na “deadly ammunition” daw ito. Bakit nga naman nila palalampasin ang pagkakataon ganoong, ang “pakiusapan” ay may presyong mula 2 thousand hanggang 8 thousand pesos???!!!

Sa pinakapangit na airport pa rin sa buong mundo, ayon sa survey – ang Manila International Airport Terminal 3, laglag-kisame naman ang isyu. May nasugatan, banyagang turista pa, mabuti na lang at hindi nasaktan ang kanyang asawang Pilipina at anak. Nag-apologize ang manager ng airport subalit hindi pa rin ito sapat. Bago nangyari ang paglaglag ng kisame sa coffee shop, ay nagkaroon na rin ng laglagan bago pa man binuksan para sa operasyon ang Terminal 3, at nang nag-ooperate na, nagkalaglagan pa rin ng dalawang beses. Ibig sabihin, ang diperensiya ay ang mahinang “original” na kisame o suporta nito, kaya siguradong ang bagong kisameng ikakabit ay madadamay. “It’s more fun in the Philippines” pa rin kaya ang sasabihin ng pinakahuling nasaktan na turista?

Nilaglag ni Aquino si Purisima kung kaylan sobra na ang alingasaw ng amoy ng “teamwork” nila. Nilaglag din ng administrasyon si Vitangcol ang sinasabing palpak at nangurakot sa mga deals at management ng MRT, pero under investigation, as usual, at pinagduduhan pa . Yan ang problema sa mga tauhan ni Pnoy, ginagawang tanga ang mga Pilipino….gusto ba namang magkaroon ng abogadong ang nagpapasuweldo ay taong bayan na sinasabing niloko niya! Walang delikadesa!

May mga laglagan na rin sa pulitika bago sumapit ang election 2016. Nilaglag ni Pnoy Aquino si Mar Roxas nang i-veto niya ang batas para sa dagdag na 2 libo sa pension ng mg SSS retirees. Sa mga hindi nakakahalata, binago ni Roxas ang kanyang political ad dahil sinimplehan lang, walang music background, at ang dialogue tungkol sa tuwid na daan ay dinugtungan niya ng “pupunuan ko kung may kakulangan, iwawasto ang mali, at hindi ako nagnakaw….”. Malinaw na patutsada kay Pnoy na mula’t sapul ay walang bilib sa kanya. Nilaglag din daw ni Escudero si Grace Poe subalit deny to death naman siya sa isang interview…pero truthful ba siya?

Sa pagkalaglag ni Mar Roxas mula sa kalinga ni Pnoy Aquino dahil sa hindi pagka-apruba sa dalawang libong pisong dagdag sa buwanang pensiyon ng mga retirado, wala ring problema sakaling manalo si Jejomar Binay. Dapat tandaang ang kalaban ni Binay ay ang tatlong senador na pursigidong siya ay makulong-  sina Escudero, Trillanes at Pimentel. Sa isang banda ay paulit-ulit na sinasabi ni Binay na malaki ang utang na loob niya kay Cory Aquino na siyang nagluklok sa kanya sa Makati City bilang mayor nang umupo ito bilang presidente pagkatapos ng People Power 1. Dahil diyan, malayo sa isip niya na sumuporta sa anumang balak na kasuhan si Pnoy, bilang pagpapakita ng utang na loob. Wala rin siyang probema dahil naghihintay na sa kanya ang pork barrel fund na inaprubahan ni Pnoy, na lalo pang nilakihan sa halagang nakakalula.

Maraming mapaggagamitan ang pork barrel fund na inaprubahan ni Pnoy, lalo na sa panunuhol upang maharangan ang anumang tangkang kasuhan siya sa kanyang pagbaba at pagkawala ng immunity. Sa Ingles wika nga ay, the road has been paved for smooth travel….o pag-absuwelto kay Pnoy mula sa anumang kaso. Majority ng miyembro ng Korte Suprema ay naimpluwensiyahan na ni Pnoy at ang iba ay iniluklok naman niya sa panahon ng kanyang panunungkulan kaya hindi maiiwasang magkaroon sila ng utang na loob sa kanya. Yong mga inuluklok ni Pnoy na nagsasabi ng, “gagawin ko lang ang trabahong itinalaga sa akin”, ay mabuti pang manahimik na lamang mula ngayon dahil siguradong sisirain lang nila ang binitiwang pangako. Hindi dapat kalimutan na ang isang bahagi ng kultura ng mga Pilipino ay matiim na nakaangkla sa “utang na loob” na siya namang dahilan kung bakit napakarumi ng pulitika sa Pilipinas.

Ang mga nabanggit na senaryo ay malamang na matagal nang nakikita ni Pnoy kaya kung gumawa siya ng mararahas na aksiyon na taliwas sa mga inaasahan ay ganoon na lang. Samantala, ang pag-asa na lamang ay ang kasong inilalatag sa kanya ni Juan Ponce Enrile tungkol sa direktang pananagutan niya sa madugong kamatayan ng SAF44 sa Tokanalipao, Mamasapano, sa probinsiya ng Maguindanao. Subalit kung ito ay ihahain sa Korte Suprema, tatanggapin naman kaya ng karamihan ng mga mahistrado ang “command responsibility” bilang batayan ng kanyang kasalanan? Ano ang magagawa ng isang mabigat na ebidensiya sa harap ng mga naimpluwensiyahang kaisipan na nabaluktot kaya hindi makagawa ng patas na desisyon? Nangyari na yan nang kung ilang beses….at siguradong mangyayari pa!

Ang Hamunan nina Roxas at Duterte

ay Pagpapakita ng Maruming Pulitika sa Pilipinas

Ang namumukod-tanging katangian ng pulitika sa Pilipinas ay pagiging marumi nito. Ang mga kandidato ay nagbabatuhan ng mga putik. Kaya may kasabihan sa Pilipinas na kung ayaw mong mabisto ang katauhan mo ay huwag kang pumasok sa pulitika. Ang dahilan noong-noon pa ng mga pulitiko, na “pagtulong sa kapwa” ang dahilan ng pagpasok nila sa pulitika ay pinagtatawanan na ngayon. Sinasabi pa ng iba na ang pulitika ay isa sa mga larangan kung saan ay yayaman ang isang tao – na unfair naman sa mga talagang walang intensiyong mangurakot….ng malaki. Tanggap naman ang 10% na komisyon na ang tawag noon pa man ay “for the boys”, na ayaw pa ngang tanggapin ng iba dahil nakakahiya sa sinumpaan nilang tungkulin. Ang masama lang kasi sa ibang nanalo at nakaupo na sa puwesto, hindi lang 70% ang gustong kurakutin, kundi 100% dahil ang project ay hanggang papel lang!

Hindi sana umabot sa hamunan ang dalawang kandidato sa pagka-pangulo ng bansa kung hindi sana pinakialaman ni Roxas ang nananahimik na Davao City. Alam naman niyang alagang-alaga ito ni Duterte pati na ng mga Davaweἧo, pati ng mga taong nakatira sa mga bayang nakapaligid dito. Kung papansinin, nagpakumbaba pa nga si Duterte nang punahin ang pagmumura niya at tinanggap pa ang “lecture” ng Obispo sa Davao City. Ito ay pakita lang na okey sa kanyang punahin ang mga personal niyang pagkakamali sa mata ng mga moralista, pero ang kantihin ang inaalagaan niyang katahimikan sa Davao na kung ilang taon din niyang nilinis at pinatahimik ay maituturing na “below the belt”.

Nang gantihan naman ni Duterte si Roxas tungkol sa nakakadudang pag-graduate niya sa hindi naman gaanong kilalang eskwelahan sa Amerika, pumalag din siya. Ngayon ay nagsisisi siya dahil pati ang kredibilidad niya sa larangan ng edukasyon na isa sa mga pinagmamalaki niya ay nalagay sa balag ng alanganin. Dahil sa panggagalaiti niya, marami tuloy ay nagsasabing baka nga totoong hanggang kodakan lang ang pag-graduate niya  sa Amerika.

Ang daming maaaring ipaliwanag ni Roxas sa mga tao upang magkaroon ng linaw ang mga isyu na may kinalaman din sa sinasandalan niyang presidente ng Pilipinas…bakit hindi na lang niya dito ituon ang kanyang effort sa pangangampanya? Bakit kailangang siraan pa niya si Duterte na nananahimik na nga? Mag-concentrate na lang sana siya sa “tuwid na daan” na pinangako niyang ipagpapatuloy, para marami pang mahatak kung sakali. Huwag na niyang pakialaman si Duterte na ang kapalaran ay nasa kamay ng COMELEC. Sa ginagawa niya, halatang ninenerbiyos siya dahil malakas ang hatak pareho ni Duterte at Poe. Mukhang pumalpak na naman ang campaign machinery na tumutulak kay Roxas.

Sa interbyu kay Duterte sa isang radio station sa Manila tungkol sa kanyang pagkandidato, nakiusap siya sa mga sumusuporta sa kanya na maging mahinahon at itigil na ang pagbabanta ng “rebolusyon” kung siya ay ma-disqualify. Bukambibig niya ang pagtanggap ng disqualification  kung ito ang desisyon ng COMELEC, kaya sinabi pa niya na kung maaari ay ituon din ng mga sumusuporta sa kanya ang atensiyon nila sa ibang mga kandidato, upang makapili sila ng karapat-dapat kung sakali ngang siya ay ma-disqualify. Pinapakita ni Duterte na hindi siya sakim, dahil ang gusto lamang niya ay maging realistic ang mga supporter niya batay sa mga umiiral na sitwasyon. Sa isang banda, malinaw pa rin ang pahayag niya na hindi siya umuurong sa pagtakbo bilang presidente ng Pilipinas.

Ang Pagmumura at si Duterte

Dapat mag-ingat kahit kaunti si Duterte dahil tumitindi ang smear campaign laban sa kanya. Noon ay ang patagong banat sa kanya laban sa kanyang “pambabae” daw at “salvaging”. Mabuti at siya mismo ay nagsalita na tungkol sa mga bagay na ito at umamin pa, kaya wala nang mauukilkil tungkol sa mga ito upang hantarang ibabanat sa kanya. Isa sa mga tinitingnan ngayon ng mga naninira laban sa kanya ay ang ugali niyang pagmumura. Masama mang banggitin, may ginagamit na mga taga-media ang mga kalaban niya kaya sa isang iglap, kalat agad sa buong bansa kung may masambit man siyang pagmumura. Wala tayong magagawa dahil yan ang kalakaran ng pulitika sa Pilipinas.

Ang malas, “tinuka” niya ang pain na tanong tungkol sa pagdating ng santo papa, sa pagsagot subalit may kasamang pagmumura. Pinagpipiyestahan ng mga maninira ang ugali niyang pagmumura at pagiging prangka. Dahil sa ginagawa niyang pagmumura ay nagiging tactless siya.

May mga taong naging ugali na ang pagmumura kaya automatiko ang pagsambit ng maaanghang na salita na naging bahagi ng kanyang bokabularyo. Dapat baguhin ang ganitong pag-uugali na hindi man dinidekta ng puso ay masama ang epekto lalo sa mga taong banal kuno pero mahilig namang magbanggit ng “for Christ’s sake” o “for God’s sake” na mas matinding blasphemy at laban sa isa sa mga kautusan sa Ten Commandments. Ang mga banal na ito ay nagsa-sign of the cross pa kapag nakarinig ng masama o nakakita ng masama. Bakit hindi na lang sila maglagay ng busal sa mga tenga o di kaya ay maglagay ng pantakip sa mga mata na ginagamit ng mga kutsero sa kanilang kabayo para diretso ang kanilang tingin kapag naglalakad sa kalye? Pero kung marinig lang sila kung murahin nila ang kapitbahay at kasambahay kahit pa kararating lang nila mula sa simbahan dahil dumalo sa misa……..nakuuuu!

Upang maipakita ko ang katapatan sa binabahagi ko tungkol sa pagmumura at upang maging makatotohanan ang mga sinasabi ko, aaminin kong nakikita ko ang sarili ko kay Duterte dahil naging bahagi na rin ng pananalita ko ang pagmumura tulad ng “tangna” na pinaiksing “putang ina”, ang “belatibay” na pinaiksing “latibay” upang hindi masyadong maanghang pakinggan, at ang pabulong na “..hit” na sana ay “shit”, pero hindi pa rin nawawala ang “yodiputa”. Tulad ni Duterte, marami rin ang nagalit at nakadanas din ako ng panlilibak dahil sa pagmumura ko. Ang masakit lang, ang iba pala sa kanila ay matindi naman palang manira ng kapwa!

Sa mga naging president ng Pilipinas ang kilala sa pagmumura ay si Manuel L. Quezon na ang ginagamit na kataga ay mula sa wikang Kastila…maraming nagalit sa kanya noon lalo na ang mga kasama niya sa gobyerno na karamihan ay nakatikim ng pagmumura mula sa kanya. May dati akong boss na ang ginagamit na salita ay “Jesus Christ” or “Jessezzzz” sabay hawak sa kanyang noo…at ngayon ay malamang kasama na niya dahil namayapa na siya. Yong isang kaibigan ko naman ay paborito ang “damn you” at “go to hell”, patay na rin siya at malamang ay nandoon na rin siya. Yong isa pa ay “demonyo ka” o di kaya ay “demonyo” lang kung walang kausap pero nadapa o nauntog o may nakalimutan sa bahay.

Ang pagmumura ay isang paraan upang lumuwag ang naninikip na dibdib ng isang taong galit. Sa halip na lakas ang gamitin niya sa pamamagitan ng pagsuntok sa kausap o manira ng anumang gamit na mahawakan ay dinadaan na lang niya sa pagmumura.  May nasimulan naman sa Japan na pantanggal ng tension na sanhi ng paninikip ng dibdib, at ito ay ang pagsigaw kahit halos namamaos na. Subalit may paraan na ngayon upang mapalitan ang ganitong uri ng paglabas ng galit, sa pamamagitan ng paghinga ng malalim o “deep breathing”. Sa kamalasan, may isa akong kaibigan na sa sobran galit ay pinilit ang sunud-sunod na deep breathing kaya hinimatay dahil na-choke…kinapos ng hangin! Ayaw kong mahimatay tulad niya.

Ang problema sa kultura natin na may pagka-colonial pa rin, kapag ang pagmumura ay ginawa sa English o Kastila, parang wala lang ang epekto, pero kung ang pagmumura ay ginawa na sa Pilipino, ang nakakarinig, lalo na mga banal daw ay para nang natapunan ng ipot ng pusa sa mukha. Hindi ko sinasabing hindi masama ang pagmumura. Subalit dapat ay maghinay-hinay sa paghusga sa mga taong nagmumura. Mabuti nga lumabas ang masamang salita lang mula sa kanya, hindi tulad ng ibang nagbabanal-banalan na ang masamang ugali ay nagkakaugat sa puso nila at diwa kaya habang tumagatal ay yumayabong pa. Ang pagmumura namang inilalabas ay walang pagkakataong yumabong dahil….yon nga, ibinuga na ng bibig!

Narinig ang tape tungkol sa pagmumura ni Duterte sa santo papa, kaya malinaw na ginawa nga niya. Isa itong maituturing na “tactlessness” o kawalan ng pasubali o ugaling bara-bara sa salitang kanto….na talagang mali. Subalit si Duterte ay kilala sa paghalo ng mga biro sa kanyang pananalita, kaya malamang, para sa kanya ay joke ang sinabi niya….pero joke na masama o hindi nararapat dahil si Francs bilang pinakamataas na lider ng simbahang Katoliko ay tinuturing na banal kay tinawag na “santo papa”. 

Kilalal sa pagbiro ang mga Bisaya, na kahit maanghang sa pandinig ay hindi naman bukal sa kalooban ng nagsabi, tulad ng pabirong “gi-atay ka”  o “lilinti-an ka” na ang mga kahulugan ay ayaw ko na lang sabihin. Mabuti na rin ang ginawang pagpuna kay Duterte, para hindi isipin ng santo papa na tino-tolerate ng mga Pilipino ang ganitong ugali…at baka hindi na siya magsalita ng blessing sa Pilipino tuwing mamintana upang magbasbas sa mga taong nag-aabang sa kanya.

Pero, sa isang banda, kung papipiliin ako sa pagitan ng isang taong nagmumura subalit ang layunin ay magkaroon ng pagbabago sa isang sistema ng gobyerno na may makapal na kulapol ng korapsyon at may napatanuyan na, at sa isang taong namang dahilan ng kagutuman at kahirapan ng buong bayan dahil sa kawalan ng malasakit, kahit hindi pa nagmumura at animo ay larawan ng pagkabanal at pagka-santo na pagkukunwari lang pala….ang pipiliin ko ay ang nagmumura!

Ang ginawa ni Duterte kahit pa maituturing na joke ay patunay sa binitiwan niyang babala noon na kung maging presidente siya ay wala siyang sasantuhin….kaya humanda na sila!

Lenny Robredo should Stop Being Tackless

Lately, Duterte was practically forced to declare that if Lenny Robredo does not like him, she does not like her also. In the past, Duterte was mum about Robredo as the running mate of Roxas. Many are wondering what made her utter such unsavory remarks about Duterte which is more personal than political. First her ad lines, such as giving her all if voted to the position, gave her an ugly trapo image…and now she is personally attacking Duterte by saying that she does not like his campaign style. She has no business in saying that because they are vying for different national positions. It would be a pity if she did that to show Pnoy and the Liberal Party that she is worth the opportunity given to her despite the fact that she was the last choice. Clearly, she is showing a “sipsip” attitude, another mark of an ugly “trapo”.

She must remember that she is just a “beneficiary” of a grossly unfortunate circumstance – the death of her husband, Jess Robredo who, Filipinos know was not given much importance while still alive by the Aquino administration, as a “proposed cabinet official”, because until the time of his death, he was not confirmed as Secretary of DILG. In other words, I could surmise that had he not met the fatal accident, he would still be on acting capacity, knowing the attitude of the President. And, she would just be an obscure figure in their province. She also benefited from the culture of the Filipinos who “love” the downtrodden…the “inaapi”…the lowly “kasambahay”...and then she as the “widowed” helpless mother of female children whose father was an “inaapi” “acting secretary”.

If ever, she should present a personality that oozes with humility, and as an intelligent mother. She cannot show her worth by being feisty in attacking the person of those running against the candidates of “her” Liberal Party. As the Vice-President has no definite position in the government, she should instead, present her views on many issues that beset the country today, such as poverty, low wage, unemployment, influx of foreign exploiters of natural resources, the Lumads, street children, etc. With those, the voters will know that she is prepared for any position that will be given to her by the elected president, be it Roxas or somebody from the opposition.

If she is intelligent enough as what her followers are trying to project, she should think twice before doing the dirty trapo tricks because, even if she will be voted, especially, as the Filipinos deem that the administration is trying to move heaven and earth to save Aquino for being prosecuted if the opposition wins, the smear on her image will stay – as long as she lives…a taint on her late husband’s name…not hers.

Second Thoughts about Federalism

as an Option in Eradicating Corruption in the Philippines

A comment from a viewer on what I wrote recently about corruption, made me have second thoughts about Federalism as the remaining option to eradicate or somehow lessen the corruption in our country. He simply said that since corruption is already deeply-rooted in our culture, it will still be around even if the form of our government shall be changed to Federal. He is right. Though I am a staunch advocate of Federalism, his comment really shook me to think again.

It has been loudly expressed by the different sectors of the Philippine society that the Philippine Congress and Senate are the breeding grounds of corrupt officials. Elimination of the two, for these observers, is the only option left to eradicate corruption in the political system of the country. And, the only way to do it is to change the Presidential system to Federal. I have now having second thoughts about that as the ultimate solution.

If the Congress is eliminated, the peoples’ representatives will go back to their provinces. But that does not mean that they will forget politics. They will definitely go back to the political arena which has just been reduced into the size of a “region” – their home.  Since they have the financial resources that have been dishonestly earned, what will stop them from paying their way into a new political venture? This scheme is just about the transfer of corruption from one turf to another or from the national to regional or “state” level. The corrupt lawmakers who will be nearer their home may even turn “their” state into a family enterprise!

If the above-mentioned shall happen, corruption shall have just been localized and compartmentalized, the better for the political dynasties to operate. It is written in the pages of the Philippine history that ever since the development of political system in the Philippines, the political dynasties were also sprouting due to patronage. Today such dynasties have become generally, well-entrenched in the different levels of Philippine political hierarchy. In other words, nothing will be transformed significantly, except the system, throughout which, the corrupt life-giving element shall still be flowing.

This is just a personal and apprehensive view.  There will still be a complicated process involved, if the Filipinos shall finally decide for a drastic change. Also, the effort may not even reach the first base, at the rate things are going as the Congress will definitely not pass a Bill that shall spell its demise. The helplessness of the Filipinos seems to be just leaving to chance the country’s fate after the 2016 election, which as they foresee, shall bring forth another corruption with a new face.

I am still shocked by the bold promise of Lenny Robredo who is the running mate of Roxas for the 2016 election, as the latter’s Vice-Presidential candidate. She boldly declares over the airlanes “…ibibigay ko sa inyo ang lahat sa buhay ko…” (I will give you everything in my life), referring perhaps to her promise to work for the Filipinos if she wins as vice-president. Whoever made that speech for her must be out of his or her mind, for he or she did not even think that the lady senator has a family, and she is a single mom after her husband Jess, who until an untimely death was not confirmed by Pnoy as Secretary of DILG. Ironically and shamelessly, the administration is using the popularity of the downtrodden Jess, for their selfish motive.  And, to complete the exploit, they turned their attention to the widow, Lenny, a neophyte politician and whom the Liberal Party has perceived as a “clean” one yet, and therefore, a “noble” pawn for another grand plan.

Definitely, Lenny cannot give 100 percent of her time to the country, as all her children need her, and with the youngest trying to finish her studies, yet. In the first place, she should have not used such ludicrous speech that has immediately aligned her with the rest of the good-for-nothing-but-promises-only politicians. It made her an instant “trapo” (traditional politician)….so unfortunate, indeed for such a refined lady who has been waylaid by hollow ideals and false promises. She should have  used a better sounding but simple, honest and motherly statement, instead.  Indications are very clear that she will be used for the selfish motives of the people who are trying to evade legal prosecution if Roxas loses.  Now, being the last choice, as there has been no other ambitious politician left to take the risk of mumbling the “matuwid na daan” mantra after a long and tedious courting of Grace Poe has failed, Lenny is now providing second voice to the songs of Roxas about the legendary “matuwid na daan”.

If Lenny Robredo wins due to political manipulations, as she must, to give support to Roxas as grandly planned, that will be the end of her “clean image”, though, not her political career. For as long as she is attached to the team of Pnoy, she will definitely suffer the same disgust and ridicule thrown to them by the disgruntled Filipinos who know what are really happening….Filipinos who are not blinded by falsehood. In the meantime, she will be safe in the shadow of Pnoy and company….until no opposition has assumed authority in years to come.  But, if along the way, her innate principle about honest living prevails and make her decide to resign….that would be a whammy victory for Pnoy, Mar, and their cohorts, and they may not even give a damn about the road she will take next, as she has done her part – provide a softening element to the hardened bad image of the administration!

When the youngest Robredo daughter gave a speech at the televised wake of her father, she sort of compared herself to Kris Aquino who became popular after her father, Benigno, Sr. was slain. She even jokingly asked, if she will also become an actress like Kris whose popularity has been magnified when her mother, Cory became President. Is the dream of the youngest daughter of the would-be-vice-president played an important role in Lenny’s decision to finally accept the invitation of Pnoy and company?

Filipinos should be wary of politicians who swear by the name of God and willing to be struck by lightning…and willing to sacrifice their whole life, just to show that they are sincere in their promise. All of those who are in position did it during their campaigns in the past…and God knows what happened to the poor Philippines!

My disgusted feeling dictates that my wholehearted support for Lenny Robredo ends where her manipulation by the greedy begins…
