May isa akong kaibigan na namatayan ng mga miyembro ng pamilya dahil sa iba’t ibang uri ng sakit, kasama na ang kanser. Mahirap lang daw kasi sila kaya hirap sa pagbili ng gamot at walang pambayad sa doktor. Nasa bandang Montalban (Rizal) sila at bulubundukin ang tinitirhan kaya presko. Ang hindi ko maintindihan ay kung bakit hindi man lang niya nalamang ang mga tanim sa paligid nila ay pwedeng pang-iwas sa mga sakit basta tuluy-tuloy lang ang pag-inom ng pinaglagaan at pagkain ng kanilang prutas. At, imposible ding hindi niya alam na ang ibang mga dahon at damong panggamot na tinitinda sa Quiapo ay galing sa Montalban.

Noong pasyalan ko siya ay panahon ng tagbunga ng mangga. Subalit dahil Indian mango ang uri, ay hindi nila pinapansin kaya ang mga nahinog sa puno ay nagkakalaglagan na lang. Ganoon din ang guyabano sa likod ng bahay nila na ang mga nalaglag na mga hinog na bunga ay nilalangaw lang. Sa tabi ng kanilang poso ay napakakapal rin ang tubo ng luyang dilaw at tanglad. Sa gilid ng maliit na kanal na dinadaluyan ng tubig galing sa poso ay makapal rin ang mga kumpol ng “lupo”, “takip-kuhol”, at ulasiman. Ang “makabuhay” namang pumupulupot sa puno ng langka ay kumapal na rin ang mga ugat na nakabitin. May alogbate sila pero ang turing nila ay pangdekorasyong halaman.

Ang mangga daw ay itinanim nang ipinanganak siya. Ang langka  at guyabano ay basta na lang itinanim ng kanyang tatay. Ang tanglad daw ay itinanim para may magamit sila kung mag-litson ng manok, at ang luyang dilaw ay basta na lang din daw itinanim ng kanyang tiyahin. Ang “makabuhay” naman daw ay itinanim upang magamit na “panglatigo” sa kanila tuwing Biyernes Santo.

Namatay daw ang nanay nila dahil tinubuan ng bukol sa bahay-bata nito. Ang nakababata naman niyang kapatid na babae ay tinubuan din ng bukol sa suso hanggang sa ito ay pumutok at na-impeksiyon na ikinamatay niya. Ang tatay naman niya ay namatay dahil sa alta-presyon. Ngayon, ang bunso nila ay hirap sa pag-ihi at pagdumi kaya lumubo na ang tiyan. Ang kaibigan ko naman ay may diabetes.


Noong madalas akong mamasyal sa kanila na halos apat na beses sa loob ng isang buwan, napansin kong ang ulam nila, kung hindi sinampalukang manok ay ginisang sardinas sa itlog at miswa, di kaya ay pata ng baboy na inadobo. Ni minsan man lang sa aking pamamasyal ay wala akong nakitang gulay na niluto nila. Ilang beses na akong nagpayo sa kanila tungkol sa mga biyaya ng mga halaman na pwedeng pang-iwas sa mga sakit, na nasa paligid lang nila at panay naman ang kanilang pagsang-ayon…yon pala ay hanggang doon lang, hindi nila ginagawa. Noong huli ko siyang pasyalan ay naghihintay ang kaibigan ko sa perang ipapadala ng kanyang anak na domestic helper sa Hongkong, upang pambili ng gamot niya sa botika sa bayan.

Personally, I can’t understand why somebody from the far South Cotabato, for instance, would still come to the National Statistics Office (NSO) in Manila to secure a copy of his birth certificate which is already available in the locality’s Civil Registrar’s Office. In fact, it is the local Registrar’s Office that furnishes the NSO in Manila with documents that pertain to the birth and death of a citizen. Such “crazy” idea is contrary to the effort of all other government agencies to decentralize their operations by establishing regional, provincial, city, and municipal extension offices. And, what is funny still is that there seems to be no synchronicity to the system of the NSO offices in Manila.

During a visit to the Macapagal Avenue/Roxas Boulevard NSO Office, I talked to a senior citizen who just wanted a copy of his son’s birth certificate so that he can claim the benefits after he died in Libya. His son was born in Manila in 1964. When the old man went to the NSO central office in East Avenue, he got a negative result so he was told to go to the Macapagal Avenue/Roxas Boulevard NSO office where he got another negative result. On his own, he went to the Manila City Hall and got a copy of the Birth Certificate which he showed to the Macapagal Avenue/Roxas Boulevard NSO office based on which he was made to fill up papers and told again to go to the its Central Office in East Avenue, where he was again told to go back to the Macapagal Avenue/Roxas Boulevard Office. The exasperated old man was almost at the end of his wits as he no longer knew what to do, until the staff who attended to him at the Macapagal Avenue/Roxas Boulevard Office finally told him to FILL UP A “NEGATIVE” FORM that he should show to their East Avenue Office! Imagine the trouble that the poor senior citizen went through as he was from Laguna, yet.

As its name implies, “Statistics Office”, the agency is supposed to be just a REPOSITORY of ALL statistical information available about the Philippines, including the citizens. And, requiring a citizen from the far south to get NSO documents in Manila is just incomprehensible! Why can’t the citizen just secure a required document from its ORIGINATING OFFICE, such as the LGU Registrar’s Office, instead of spending for a flight or a boat trip to Manila for it? Why must a document be “NSO-issued” when it can be issued by the Registrar’s Office of the LGU?

Also, and the worst situation is the lack of system in the issuance of documents for it seems that Manila offices are not even inter-connected despite their having computer sets. With what I already cited earlier regarding the senior citizen who was passed on between the NSO offices, it is clear that what information the central office has, cannot be accessed by the Macapagal Avenue/Roxas Boulevard Office, as there is no connection between them, otherwise, they should have not given the senior citizen a hard time in commuting. Outright, one of these offices should have given a final instruction to the senior citizen if the first attempt to retrieve the information from the “system” yielded negative result….that is, if they have a “common source”. But, clearly, there is none!


And the biggest questions now based on the story of the old man are….. why in the world, has the NSO East Avenue (central office) failed to have a copy of the Birth Certificate of the guy who was born in 1964 yet, from the NEARBY Manila City Hall? …and if something is wrong with their respective system, why let the tax payers suffer for their failure that resulted to their irresponsibility and inadequacy?

If the new Philippine president, Rody Duterte chooses to work from 1:00PM (1300H) to 12:00 (1200H) noon of the following day, I personally view it as a wise decision as it jibes with the current global business trend. In the Philippines as in other countries, the following business entities operate for 24 hours or at the latest in the evening up to midnight: call centers, airlines, shipping lines, bus lines, land transport services, casinos, restaurants and bars, colleges and universities, vocational schools, business districts (Baclaran and Divisoria in Manila), and all kinds of convenient stores.

Since many years ago, there was a call for the rescheduling of the traditional working hours of 8:00AM-5:00PM to 10:00 AM up to evening, to spread the onrush of commuters and motorists as one way of easing the daytime traffic. Only very few establishments heeded the call. Understandably, their foremost reason is economic as extending the work hours of their employees beyond 5 PM would entail overtime, hence, extra expense. Also, some provisions of the provisions in the Labor Code will have to be rewritten as the distinction between the day and evening work schedule has to be redefined. Most importantly, they were apprehensive for security reason, as only very few police are on duty out in the field in the evening.

An observed inclination among the operative agencies such as those responsible for the traffic management and crime prevention is that they become less and less visible as evening sets. They seem to be also observing the “daytime schedule” of offices. When questioned about this, those concerned assert that they maintain “skeleton force”, meaning, reduction in number on duty. As regards the traffic, this is not reasonable and practical because the afternoon rush hour normally starts at 5:00 PM and extends as late as beyond midnight due to the constricted streets in relation to the ever increasing volume of vehicles on the road. In the case of different crimes, there is an adage that says, “the mouse will play when the cat is away”, meaning, the expected commission of crimes is in the evening when the police is almost not visible and, instead is available only on call.

The chosen schedule of the new president has a great effect on the operational system of the Philippine National Police (PNP). It should find ways and means to adjust to such schedule so that they can be visible and speedily available 24/7. If there is a continued recruitment of the Philippine National Police to expand its rank, there is no reason why the evening posting should not match the daytime’s, especially, in areas where there are nocturnal businesses. Its cooperation is expected in reciprocity to the importance that the new president is giving to it, some manifestations of which are the move to decentralize (distributed among regions) some of the agency’s operations to hasten the release of benefits of its members and the increase in their pay.


Those who smirk at the new schedule of Duterte should look beyond the 8-5 traditional work schedule to understand its advantages. With his work schedule, Duterte will be up and working during the time when many establishments/business are also in operation and many unusual activities are expected to happen. Very subtly, he is wisely setting an example and if those who would really want to cooperate with him are intelligent enough, they should follow suit. This early, government people should learn to read between the lines of Duterte statements and be sensitive to what his actions mean….as he is a man of few words.

By the way, in the olden times, the beginning and ending of the “day/date” were reckoned with the setting and rising of the sun. For instance, July 1 began at 6:00 PM when the sun had set and ended when it had risen again at around 6:00 AM, signaling the occurrence of a new day/date. Those who observed such were the pagan sun-worshippers. It is far different from what is observed today, such that the “day/date” starts at one minute past midnight and ends at the following midnight. Today, such practice has been integrated with the lunar (moon) adherence that is why the so-called “lunar calendar” being used today, has days (for the sun), divided among the months (for the moon). This move was one of the many things that the Vatican’s early papacy did to attract the pagans to the Catholic fold.

Life is full of inconsistencies….

One day when I hitched a ride with a lawyer friend, he intentionally broke a traffic rule by beating the red light. When I asked him why he did it, he told me that there was no traffic enforcer anyway…and, he is a LAWyer!

When I visited another friend who I know is an advocate of alternative herbal medicine, I heard her remind the caregiver of her mother about her anti-biotic that should be changed to another brand, obviously, a stronger one for an eighty-three year old. She learned about the strong anti-biotic from her internet browsing. When I reminded her about her advocacy and mentioned garlic as a strong natural anti-biotic, she told me that her mother does not like its taste. What worried me is that my friend is deciding on her own about the synthetic anti-biotic as a “preventive” drug for her aging mother! This friend keeps several boxes of apple cider vinegar at home just in case the Bragg family stops making the expensive medicinal concoction from the apple juice. If she is in the charitable mood, she gives me a bottle or two to take home.

Another friend who is an advocate of family discipline sends his 12-year son out to buy his local rhum at a corner store. He also sends the same son to the kitchen to light his cigarette in the gas range burner, thereby, making the poor boy make the necessary initial puffs to keep it lighted until he has handed it “safely” to his father. And, my friend brags to us, his friends that no son of his would ever have a taste of alcohol or have even just a single puff of cigarette while he is alive!

Then, another friend who tries to project a classy image by boasting about his vegetarian diet hates local vegetables, preferring only western ones such as spinach, lettuce, baby carrots, sweet onions, etc., and never ever local vegetables such as, “saluyot”, “kangkong”, “alogbate”, “upo”, etc. He brags about his preference for “salads” with plenty of strips of bologna, spam, German sausages, or chicken, and sprinkled with his favorite Italian dressing!...and, he is a vegetarian!

Many years ago, when a big religious sect which is a breakaway from the Catholic fold, still held their prayer rallies at Luneta park, I was brought by a friend to one such rally, to introduce me to their kind of music which I really enjoyed, but not the corny preaching of the supposedly charismatic leader who would enthuse his flock to open and invert their umbrella to catch the blessings and grace from “heaven”. My friend was a Bible-quoting guy, obviously, a pro-God in his own way. When we left the area to take a jeepney at T.M. Kalaw St., we were approached along the way by an obviously hungry street child with an open upward palm. Without much thought, he shooed the boy away, as if shooing a pestering fly!

Then, there’s the greatest inconsistency of all…the advertisement aired over a popular radio station about the “ashitaba” herbal medicine which the endorsing woman who supposedly got cured said in Visayan, “ako si….. duna koy almoranas nga maura ug kamatis ka daku, pero nawala ang akong ALMORANAS sukad nag-inom ko ug ashitaba…kinanlan gyud mag-inom ta ug ashitaba aron mawala ang atong ALMORANAS”, or to that effect, which as translated in English is, “ I am…..I have been suffering from a HEMORRHOID as big as tomato, but it was gone when I took ashitaba…we should take ashitaba so that our HEMORRHOID will be gone..” After the statement, came the disclaimer which said, “the ashitaba is not a drug and should not be taken as a medicine as it cannot cure any ailent”….What happens to the endorsement and the testimony of the woman who got cured? Why approve the ad for airing if there is such a bullshit disclaimer? I think something is wrong with the Philippine government agency that approves ads like the one mentioned….for letting such mindless inconsistency be heard all over the country as it makes a fool of the listeners!


Today, every time I am alone and those mentioned above and many others would creep into my mind, I would just let out a deep heavy sigh to lighten up my heavy chest while holding on to my sanity, so as not to cuss. But my big question is: are we living in a world that throbs with senselessness?

Nakakakuba ang mga libro ng mga bata sa elementarya dahil sa bigat ng mga ito na kailangang dalhin araw-araw dahil bawa’t katapusan ng tsapter ay may mga tanong batay sa mga napag-aralan. Kaya mas angkop na tawaging “work book” ang mga ito. Pero, may magandang layunin ba ang pagbago sa porma ng mga textbook? May magandang layunin – para pagkitaan! Maliwanag ang dahilan na ito ay para pagkitaan ng mga tiwaling opisyal na nakipagsabwatan sa mga suppliers. Pati junk shops kumikita dahil ang mga librong ito na hindi na mapapakinabangan pa sa mga susunod na pasukan dahil sa mga tanong sa bawat katapusan ng mga tsapter ay hahakutin sa kanila para ibenta por kilo.

Dati, ang mga magulang ng mga bata na magkakasunod ang pagtuntong sa mga antas o grado ay nakakatipid dahil namamana ng mga nakakabatang mga kapatid ang mga librong nagamit ng mga nakakatanda basta pag-ingatan lang, ngayon hindi. Obligado silang bumili ng mga bagong libro o magbayad sa mga eskwelahan na siya na ring nagbebenta ng mga ito tuwing pasukan. Bakit ang ganitong sitwasyon ay hindi maunawaan ng mga opisyal ng kagawarang responsable? Malaking halaga ang dahilan!

Maraming librong ginagamit ngayon sa elementarya, kaya sa halip na may matutunan ang mga bata, lalo lang nagdudulot ng kalituhan kaya wala ring silbi. Ibig sabihin hindi makatotohanan ang sistema. Bakit hindi tanggapin ang katotohanang ang mga magulang ang gumagawa ng mga takdang aralin ng mga anak nila pati na mga project? Kung ang inaasahan ng mga guro ay “follow – up instruction” itong maituturing, mali sila, dahil kadalasan, habang nagtutuluan ang ganggamunggong pawis ng nanay sa pagsagot ng mga tanong sa takdang aralin at paggawa ng project, ang mahal na anak naman ay nagko-computer o di kaya ay nanonood ng TV!

Ang dagdag kalbaryo sa mga bata at mga magulang ay ang karagdagang antas na kailangang tuntungan ng mga estudyante pagkatapos ng Grade Six. Hindi pinakinggan ang reklamo ng mga guro na siyang apektado, na hindi nakahanda ang sistema ng edukasyon. Una, kulang ang mga silid aralan sa mga pampublikong paaralan, at pangalawa, walang nakahandang kurikulum or “module”. May nakausap akong nanay na nagkwentong ang anak daw niya ay tinuturuang mag-manicure at mag-pedicure, magamit lang ang panahon na ginugugol nila sa paaralan.

Ang kailangan ay kagalingan sa pagtuturo na makakamit kung may mga programa sa pagpapakadalubhasa ng mga guro at may kaakibat na suporta ng sapat na budget, hindi dagdag na antas. Nakakalungkot isipin na upang madagdagan ang kaalaman, may mga guro na para lang makadalo sa mga training o seminar o makabili ng mga libro, ginagamit nila ang sarili nilang pera. Hindi maaasahan ang budget ng mga eskwelahan dahil kadalasan, pambili nga ng chalk ay inaabunuhan pa ng mga guro. Upang makabili ng mga walis at iba pang gamit panlinis, nag-aambag ang mga estudyante at mga magulang.

Lumabas sa TV ang isang dokumentaryo tungkol sa Kalayaan Island. Maganda na sana ang napanood dahil may ipinakitang paaralan at klase ng mga estudyante pero nakakadismayang marinig sa guro na hindi daw sila “credited” ng Kagawaran ng Edukasyon. Nguni’t dahil gusto ng gurong ito na may matutunan ang mga anak ng mga sundalo at iba pang mga tao na nagtiis tumira sa Kalayaan Island upang maipakita na pagmamay-ari ng Pilipinas ang isla, tuluy-tuloy lang ang pagturo niya sa mga bata. Bakit hindi ito inaasikaso ng Kagawaran ng Edukasyon?

Sa iba pang liblib na lugar, may mga paaralang butas-butas na ang bubong, halos wala nang dingding. Mayroon ding mga akala mo ay leaning Tower of Pisa ang porma dahil hindi diretso ang tayo, gawa ng mga kung ilang bagyong humagupit. Kung interesado ang Kagawaran na makakita ng iba’t ibang sitwasyon, maganda siguradong humingi sila ng kopya ng mga dokumentadong report ng GMA7, ang istasyon ng TV na matiyagang gumagastos upang maipakita at aktwal na maitala ang mga tunay na kalagayan ng mga eskwelahan sa iba’t –ibang panig ng Pilipinas.

Ngayon, magtataka pa ba tayo kung bakit mahina ang pundasyong edukasyonal ng mga kabataan? Mga kahinaang madadala nila sa paglaki nila at maging bahagi ng lipunan. May mga matatalinong bata ngunit hindi nabibigyan ng pagkakataong ito ay malinang sa pamamagitan ng tuluy-tuloy na pag-aaral. Ang dahilan ay kakapusan sa pera ng pamilya nila, wala silang magawa kundi tumigil sa pag-aaral. Pinalala ito ng kawalan ng suporta mula sa pamahalaan.

Ang mga kabataang nakakapag-aral sa malalaking bayan at siyudad, bihira ang nakikitaan ng pagkaseryoso sa pag-aaral dahil sa mga nakakalat ng computer shops na ang iba nga halos ilang dipa lang ang layo sa mga paaralan. May mga batas na nagbabawal sa pagtatayo ng mga shop na ito malapit sa mga paaralan, ngunit ano ang ginagawa ng mga lokal na opisyal? Wala! Hindi nga nila maipasara ang mga bilyaran at beerhouses na animo ay kapitbahay lang ng mga paaralan, computer shops pa kaya? Ano ang ginagawa ng Kagawaran ng Edukasyon tungkol dito? Wala rin, dahil para sa kanila trabaho ito ng mga alkalde. Ngunit kung tutuusin ang apektado ay mga estudyante na dapat hinuhubog ng Kagawaran sa pamamagitan ng mga paaralan.

Kung may mga estudyante mang nagsisikap matuto sa kabila ng mga problema sa sistema ng edukasyon at kahinaan sa pagtuturo sa kanilang paaralan, iilan lang sila na maituturing na pag-asa ng bayan. Sana bago maging huli ang lahat ay mabigyan ng kaayusan ang kasalukuyang sistema sa edukasyon at pagtuturo na siyang inaasahan huhubog sa kasalukuyang henerasyon ng mga kabataan. Mga ilang taon pa mula ngayon, ang mga henerasyon na nakatamasa ng maayos na paghubog ng kanilang pagkatao ay mawawala na. Papalit ang kasalukuyang henerasyon, nguni’t may maaasahan ba sa kanila ang ating bansa? Nagtatanong lang.

May Isang Santakrusan…

Ito’y kuwento ng isang kaibigan ko tungkol sa nangyaring Santakrusan sa kanilang bayan. Una, nag-away daw ang mga mapopormang babaeng nagsisilbi sa simbahan dahil sa isyu ng kung sino ang magiging Hermana Mayor. Ang mga magkakaibigan ay nagkasamaan ng loob. Bandang huli ay nanalo ang isang taga-Amerika na ka-facebook ng parish priest, na biglang  nagbalikbayan. Maski kasi sa Amerika itong babae ay nakakapagpadala pa rin sa pari ng pera para daw sa simbahan, kaya give her a chance daw.

Nang mapag-usapan daw noon pa lang na magkakaroon ng Santakrusan ay ibinalita agad ng pari sa kaibigan niyang nasa Amerika kaya bigla itong nagpa-overhaul ng katawan at  nagkumahog na umuwi. Dahil sa dami yata ng inineksiyung gamot o botux sa mukha upang mawala ang mga wrinkles ay namanhid na ito at nawalan ng reaksiyon dahil hindi na makangiti man lang sa mga kapitbahay nang dumating kaya nagkasya na lamang sa pagkaway na ala-Miss Universe at flying kiss. Umalsa rin daw ang boobs at puwet.

Ang nakakamangha daw ay parang inilublob sa isang drum na arina ang katawan dahil biglang pumuti, at upang malubos ang mga retoki ay nagpatangos din ng ilong!...ang resulta ay halos hindi siya nakilala ng mga kapitbahay dahil naging golden brown din daw ang buhok! Siya ay halos sisenta anyos na sabi ng kaibigan ko….”halos” lang daw dahil ayaw sabihin ang tunay na edad, ganoong binata pa lang siya (kaibigan ko), naalala niyang nagdiwang ang babae ng ika-55 years na birthday! Ngayon ang kaibigan ko ay may apat nang apo! At, ayaw din daw magpatawag na “lola” sa mga apo…ang gusto ay “mommy”, at ang magkamali ay may isang lumalagapak na palo.

Saktung-sakto ang Santakrusan dahil bilang Hermana Mayor ay may choice siya kung gusto rin niyang sumali sa prusisyon. Siyempre, upang ma-display ang kanyang bagong anyo ay nagdesisyon siyang sumali kaya nagpa-rush daw ng gown  sa pinagyabang na halagang Php120,000. Ang tuwang-tuwa ay ang pari dahil umapaw na naman ang donation box ng simbahan sa abuloy ng babae.

Kahit umaambon nang araw ng prusisyon ay nag-decide silang ituloy ang Santakrusan kaya kung ilang dosenang itlog daw ang inialay sa estatwa ni Santa Clara na pag-aari ng isang kapitabahay. Natuwa naman daw ang may-ari ng santo dahil nagkaroon naman ito ng negosyong leche flan! Ang swerte nga naman!

Dahil ang ibang kalsada sa bayan nila ay hindi sementado, lahat ng laylayan ng mga gown ng mga naglakad na sagala ay nakulapulan ng putik at ang ilang miyembro ng banda ay nadulas sa kaiiwas sa mga lubak. Ang buhok naman daw ng iba ay nagkalaylayan o biglang dumiretso dahil nabasa ng ambon. Ang eye shadow naman daw ng iba pa ay nalusaw.

Ang masaklap, nalubak ang traysikad na sinasakyan ng balikbayan na Hermana Mayor at siya ay napamura daw ng pagkalutong-lutong na, “Ay, putang ina”. Hindi man lang inisip na ang prusisyon ay para sa birheng Mariang ina ni Hesus! Pero nakabawi daw naman sa pagsori dahil nagpahabol ng, “ay sorry, SHIT pala!!!” Naalala sigurong galing siya sa Amerika kaya dapat kung magmura siya ay sa Ingles. Nagalit yata si Lord sa kanya kaya nalubak uli ang tryasikad at siya ay nauntog sa kawayang pinagtalian ng payong – swak na swak ang kanyang retokadong ilong at tumabingi dahil bagong repair lang! Tumayo pa kasi upang idespley siguro ang pinatambok na puwet at nagyayabang na dibdib dahil sa silicone kaya chest out na chest out daw!

Bandang huli, nagbunga rin daw ang pamimilit ng retokadong balikbayan na maging Hermana Mayor dahil hinding-hinding-hindi na siya makakalimutan ng kanyang mga kababayan bilang babaeng tumabingi ang ilong!

ANG LEKSIYON: Huwag nang magpilit na sumali sa Santakrusan at hayaan na lang ito sa mga kabataang may karapatang mag-display ng kanilang tunay o likas na kagandahan, hindi yong pinaputi lang glutathione. Kung maging Hermana Mayor, magpakain na lang ng mga bisita at banda.


PAALALA: Kung ang buwan ng Mayo ay itinuturing na panahong inaalay kay Maria, dapat ito ang pagkakataong turuan ang mga kabataan tungkol sa kanya habang sila ay nakabakasyon, hindi yong magpilit na magkaroon ng Santakrusan makapag-display lang ng gown at katawang niretoki ….kaya tuloy kinakarma ang Pilipinas dahil sa ugali ng ibang mahilig gumawa ng mga karumal-dumal na bagay! Napansin ko lang kasi na hindi na ginagawa ang pagturo ng katekismo sa mga bata tuwing Mayo at ang nakagawiang pag-alay sa Birheng Maria. Dati ito ang palaging inaabangan ng mga bata tuwing bakasyon nila sa eskwela.

Mahirap intindihin ang ibang mga moralista dahil sa pagtanggi nilang ibalik ang hatol na kamatayan. Para sa kanila, ito daw ay labag sa utos ng Diyos. Nandoon na ako sa utos ng Diyos na bawal ang pumatay pero ito ay kung para sa pansariling kapakanan tulad ng pagnanakaw kaya dapat litisin ang pumatay, lalo na ang pumatay dahil sa pagdepensa sa sarili lamang.

Subalit sa isa pang kautusang huwag pagnasahan ang kapwa o “asawa ng kapitbahay” na literal na translation ng “thou shall not covet thy neighbor’s wife” kaya humahantong sa rape o panggahasa…na sa panahon ngayon ay palagi nang ginagawa dahil sa droga, kaya pati nanay o lola ay nagagahasa na ng addict….ANO ANG MASASABI NG MGA MORALISTANG ITO? NGINGITI NA LANG BA O DI KAYA AY MAGTAAS NG MGA KAMAY SA LANGIT, SABAY SIGAW NG “PRAISE THE LORD!”?

Duterte Has Become Synonymous
to Drastic Transformation of the Philippines

The change under the administration of Duterte has to be drastic because some that need to be transformed even require a total 360-degree turnaround. The culture of the Filipino is the kind in which “everyone wants to have his own way”, and worst is that some don’t even want to lift a finger as his way of helping, yet, these are the ones who are overly dependent and judgmental. In this regard, the drastic change should start from within us, and the leader must show an equally steely resolve.

Filipinos should not only hope for a change, how drastic it may be, but contribute an effort in its realization. Understandably, hopelessness have stemmed from disappointments brought about by the failure of the past administrations. This time, something can be viewed as basis for the promised change – the transformation of Davao from where Duterte came. When the idea of Duterte running for president was floated to give way to a change, those in Manila were one in being apprehensive, as Davao is much different from Manila, much more, the whole country. As the campaign gained momentum, however, and the trending support was mounting, the feeling has become viral, changed into a supportive one, to give way to the popular clamor. 

With Duterte very evidently sure to sit as the new president, there is a general acquiescence for whatever change he would want implemented, especially, those found effective in Davao. Even his choice for the new chief of the Philippine National Police who would bypass three layers of senior officers was accepted, unlike the past appointments that generated complaints and grumblings. The current PNP organization without even, yet, its new chief, has made pronouncements to support all plans of Duterte to prove their worth for the prioritized changes for the said agency, still viewed as drastic, one of which is the decentralization in the administration of benefits as they shall be distributed among the regional centers aside from the upgrade of wage.

Government agencies whose concerns are the “downtrodden” – the long suffering lowest rung of the Philippine society, are promised to be offered to the left wing and expected as one of these is the Department of Social Welfare. The left wing has been invited by Duterte to join him in steering the Philippines toward a new direction. This invitation is seen as a challenge if indeed, it can do something to improve the lot of the impoverished, as it has been too critical of the programs of the past administrations. This drastic change in the system could be seen as an acid test to the sincerity of the left wing in its promise to help the country for the better.

With the coming of the new hands-on president, expected too, is the drastic change in the system of the country’s prisons system, especially, the New Bilibid from where detained drug lords still operate their business. Along with this is the long-clamored  cleansing of the barangay level which observers claim, has become the breeding ground for future corrupt government officials, as well as, their being viewed as tools of the sitting corrupt government officials. There is a need that this lowest rung of the government hierarchy should be checked, a tough job for whoever will be appointed as the new secretary of the Department of the Interior and Local Government.

Finally, his move for a friendly relationship with China as regards the issue on the West Philippine Sea is also viewed as drastic, although, Duterte made it clear that he will maintain the claim of the country over the concerned territory. This is a practical move as since time immemorial, the Filipinos have been cordially dealing with the Chinese culturally and commercially. On the other hand, enforcing our rights militaristically is futile. His move will also indicate that we are not totally relying on the regular joint US-Philippines “Balikatan” military exercise which is America’s manifestation of her support for our defense against any aggression.


Some apprehensive Filipinos, this time, have just to fasten their seat belt for the impact that will be brought about the drastic changes…

Ang Mga Pagtanggi o Denial

Maraming dahilan ang pagtanggi… tulad ng pagtanggi ng isang tao tungkol sa tunay niyang pagkatao o identity para sa kanyang kaligtasan, pagtanggi sa pagdanas ng kahirapan sa nakaraan, pagtanggi sa pinaparatang na krimen, at ang hindi pagkilala sa Diyos na isang napakabigat ng pagtanggi.

May mga taong nagpapalit ng pangalan at kung minsan ay umaabot sa pagpapa-plastic surgery upang mapalitan ang mukha masiguro lang ang kanilang kaligtasan pagkatapos nilang tumayo bilang saksi upang malutas ang isang malaking kaso. Ang mga nagpipilit namang pagtakpan ang nakaraan nilang kahirapan sa buhay ay itinatanggi pa ang mga kamag-anak na mahihirap upang palabasin na sila ay galing sa mayamang angkan. May mga nagpapalit din ng apelyido upang malubos ang pagtakas nila sa maralitang nakaraan.

Matindi naman ang mga tumatanggi sa pinaparatang na krimen dahil nakasandal sila sa batas na nagsasabing hangga’t hindi napapatunayan sa korte ang isang kasalanan, ang pinaparatangan ay itinuturing na inosente. Dahil dito ay nagkaroon ng bahagi sa proseso ng korte kung saan ang pinaparatangan ay gumagawa ng “plead for innocence” dahil pantay daw ang turing sa lahat ng tao, ng hustisyang sinisimbolo ng babaeng may piring sa mga mata. Ito ang nagbibigay ng pagkakataon sa mga mayayaman at maimpluwensiyang umupa ng magagaling na abogado upang malusutan ang ginawa nilang krimen.

Subalit ang pinakamabigat na pagtanggi ay ang tungkol sa kaalamang may isang Pinakamakapangyarihan na siyang dahilan kung bakit tayo naririto sa mundo. Para sa kanila, hindi sapat ang mga nakikita sa paligid upang patunayan ito dahil kailangan pa nila ng mga mabibigat pang mga batayan.

Lahat ng uri ng pagtanggi ay karapatan ng isang tao at wala ring karapatan ang ibang magsabi na ito ay mali. Hangga’t kaya ng isang taong makipagbalitaktakan sa paglahad ng kanyang mga paniniwala, dapat ay hayaan siya sa ganitong pagpipilit dahil ito ang patunay na siya ay may dunong o karunungan. Pero kung sa bandang huli ay napatuyang siya ay mali talaga, dapat ay tanggapin niya ito ng maluwag sa kanyang kalooban….tulad halimbawa ng pagkatalo sa eleksiyon. Sa Pilipinas kasi, malakas ang loob ng ibang kandidato sa pagtangging sila ay natalo, at sa halip ay nadaya lamang daw kahit may pruweba nang ipinapakita ang COMELEC….na sa kasamaang palad ay itinatanggi din ng iba na patas dahil sa madilim nitong nakaraan!


Asahan din ang pagtanggi ng iba na ibinoto nila ang mga opisyal na papalpak sa kanilang trabaho pagdating ng panahon!

As the new President, Digong Duterte sits in Malacaan Palace, and despite his pronouncements about changes, the latter need not be dictated by him. They should come from within us. All we need are common sense and widely-opened eyes. Unfortunately, most of us are fence sitters eagerly acting only when selfish benefits are discerned.

The basic unit of our society, the family, needs to change first, as obviously, many parents have failed to control their children resulting to the deterioration of their discipline. Many parents cannot even prevent their minor-aged children from staying out late at night, eventually exposing them to the different temptations – drugs, sex, petty crimes, etc.

The Barangay as the lowest rung of the political system is lately lambasted with negative observations. Foremost of these are supposedly, its cuddling of drug offenders, abuse of authority, ineptness in the delivery of services, and corruption. This even brought about the clamor to demolish the Kabataang Barangay. Also, many observers claim that some Barangay Chairpersons act as though they are already mayors. Some cannot go to the Municipal or City Hall without an entourage of “assistants” or “alalay”.

In Manila, while waiting for my bus to depart for Cavite, I saw a group of Barangay personnel clad in t-shirts emblazoned with their Barangay zone number, with one of them, a woman and obviously the Barangay Chairperson protected from the sun by an umbrella held by another woman also clad in the similarly printed t-shirt. When I asked the bus dispatcher who the woman was, he confirmed my assumption, adding that the other woman holding the umbrella was one of the “Kagawad”. He knew them as the bus terminal was within their barangay zone.

Not only are the elected officials obliged to change their ways for the better but also those who belong to the different agencies. Some of them are observed to dispense their responsibilities with arrogance as if their wages do not come from the people that they are supposed to serve properly. They act as if they are the boss of the tax payers who require their service.

Finally, nobody has the right to complain when he or she cannot even change his or her attitude, even in the simplest way of disposing the household garbage…

When I joined PAL in 1976 assigned in Romblon (Tablas station), my pay was less than Php500/month but I still had enough savings left for my sister who was in college, to cover a portion of her allowance. I recall the US dollar to be something like Php3.80 to a peso, and it was at par with the Hongkong dollar or Php1 to HKD1. I was not interested to know the minimum wage during that time, as I was happily and contentedly working with the country’s flag carrier.  But when I joined its Tours and Promotions Division for which I was relocated to Manila, after less than a year, my pay was increased to Php1,408.00/month. Those days were part of the Marcos “regime”.

My point here is that, the Philippine peso value has deteriorated drastically so that to date, a dollar is equivalent to the fluctuating value of the US dollar between Php45 to Php46. The head of the family has to have a gross earning of at least Php40,000/month to cover the expenses for food, lodging rent, water, electricity, transportation to the job site, clothing, and education. That estimate is even conservative for a decent life of one family with 4 members. In that estimate, the emergency expenses for hospitalization and medicines are not yet included.

Many would ask then, how could a family in Manila, whose breadwinner’s take home pay of less than Php10,000/month survive? The answer is by “scrimping” and through “resourcefulness”… by having only 2 pieces of pan de sal for  each member for breakfast and a mug of coffee shared among them in which each member dip the bread,  with the youngest having the privilege of gulping the last drop. Lunch for the members of the family left at home is a plate or two of cold or burnt rice bought at half the price of the newly-cooked, drenched with instant noodle soup – one sachet cooked in two to three cups of water. Meanwhile, the head of the family at the job site is contented with the half portions of rice and viand, usually vegetable.  Dinner for the whole family is whatever salvaged wilted vegetables begged from stall owners cooked with fish heads or just flavored with “bagoong”. At night there is only one 10-watt light bulb used to light the room where the family lives. Water is fetched from a common manual pump three blocks away, or purchased at Php15 per “container” – used for drinking and the rest of basic uses, such as washing dishes, clothes, bath, etc.

In time, changes as a “universal rule” have to happen throughout the world including the monetary power of all nations. But very obvious is the occurrence of drastic changes in Philippines at a very sweeping pace. And, even without my mentioning it, the evident unrelenting corruption in the government is the greatest factor in the country’s economic deterioration. In this view, no GDP (gross domestic product) report that supposedly shows the economic growth of the country can change the landscape of poverty in the Philippines as the benefits are not felt by the impoverished.

The Commercialization of Traditions

Shrewd people see money in everything that man does and needs to do. From birth to death, practically, the life of man is manipulated by these people who created “necessities” without which they made life some sort of miserable to live.

When a mother gives birth, today in the Philippines, it has to done in the designated “birthing center” (Paanakan) in every barangay, or clinic or any hospital if available. If the couple lives kilometres away from such center, a vehicle must be hired to reach it. Resourceful husbands may make use of a cart pulled by a carabao, otherwise, it must be a contracted tricycle or a jeepney. Somehow, though, the use of the birthing center is free as mandated by the law. But for goodwill’s sake, the couple must shell out some cash for the midwife whose services come cheaper compared to giving birth in a clinic or hospital. Even if birthing is done at home, the attending “kumadrona” must still be paid for her services.

Basic needs of babies have flooded the market, from feeding bottles to diapers and cribs. Registration in the local government’s Registrar’s Office requires money for the processing of documents and so is the baptismal ceremony in the local Church, and more cash is needed for the thanksgiving celebration at home, a social venue, or a restaurant. A year after birth and every year thereafter, there is a need to celebrate the “birthday” so the baby needs new clothes and a celebration has to be made either at home or restaurant or burger outlet, at least. (I found out that many of those from the impoverished provinces who found their way to Manila to look for a job have no birth certificate, as they told me that they were not registered in their locality’s Civil Registrar’s office due to their poverty).

Then, of course, the parents have to be given recognition for their sacrifices, so today we have the “Father’s Day” and “Mother’s Day”. Gifts must be bought for them, at least flowers for the loving mother or a new shirt for the hardworking father. When the grown up children decide to get married and have families of their own, their parents become “grandparents”, so there’s also, the “Grandfather’s Day” and the “Grandmother’s Day” to celebrate….presents are needed to be given to show the love of the family. Dine out for bonding needs to be earmarked in the budget. Why the need for such “special” days when it is the obligation of children and grandchildren to show love to them “every day”?

Today, schools require that at least parents of their students must attend the “Family Day”, which personally, I just cannot understand because every second, minute, hour, day, week, month and year, the students are with their family or at least with their parents. So why must they spend precious time and money for food and other “contributions” just to be part of this foolish day, either in school campus or in expensive resorts or any other “educational” venue? I assume that this kind of “tradition” which the Department of Education allows is just an invention of some private schools and which later were imitated by other private schools that see the sparkle of cash in the activity. So, there you have the “Family Day” which many parents view as some kind of a racketeering effort. For, how can it be called a “family” bonding day when only the students and their parents are present while the rest of the members are not…as perhaps, brothers and sisters may be busy in the internet café or having fun with their buddies?

Another school “tradition” is the so-called “Educational Tour” a familiarization of something or someplace, most often, a mall or a resort. Poor students who cannot afford the fee are slapped with research requirements that will see them a whole day or two at the internet shop if they do not have a computer at home. Just imagine the expense to be incurred if the internet cafe would charge almost Php50 per hour plus printing of several pages of researched materials…everything amounting to almost a thousand pesos or more! Such required research comes out as a punishment for not joining the tour. In other words, joining the junket tour or making research will amount to the same expense, although, the former is purely a leisurely activity while the latter is accomplished with much difficulty.  This academic insanity is such that many parents cannot understand how a trip to a mall or resort can be compared to a researched thesis that can be graded. To justify the tour, schools include in the itinerary a trip or two to some facilities like hotel or restaurant if the course is related to tourism. But, can’t teachers show footages of these facilities as a module in the school room?

Of course, as regards recognition, teachers must not be left out because there is now what is celebrated as “Teacher’s Day”, even if some or many of them cannot pronounce the letter “R” properly when speaking in Filipino or any dialect, a mistake that their students perceive as “correct” or “just right”, because their teachers do it.

 When graduation comes, the “traditional” march and ceremonies require toga, photo taking, and new clothes for mama and papa. No amount of warnings from the seemingly helpless Commission on Higher Education and the Department of Education and Culture can stop schools from holding their graduation ceremonies in expensive venues.

And, here’s for the “traditional” marriage for the couples in love. Registration in the Municipal or City Hall requires money. Nuptial ceremonies in the church require money, especially, the outfit for the whole entourage. Then, most especially, the feast for the godparents and well- wishers must be impressive as such occasion happens once in one’s lifetime that can even bring parents to tears. For the unlucky ones who call it quits after just a few years of companionship, filing of legal separation or divorce requires money. Those who persist for years till death, have to celebrate “wedding anniversaries”, very important traditions that require symbolic gifts. The “anniversary” tradition dates back to the pagan days and today, it is being observed by Christians and made more colourful with symbolic gifts, mostly made in China!

But the most outstanding “tradition” that has made many people filthy rich or woefully poor, is the “Christmas” which was not even celebrated by the original Christians, although, it is supposed to be about the birth of Jesus Christ, as what were celebrated  then, were his circumcision and baptism. I need not elaborate on this, as we already know stories of how, impoverished families would squander hard-earned money during this occasion, while wise businessmen laugh their way to the bank!


Finally, when death occurs, the funerary tradition requires money, too. The need to be buried or cremated has given life to the “funeral” and “memorial parks” industries. A lot for two remains could amount to not less than Php200K and some coffins could cost more than a million pesos!

A couple or more of years before the presidential election, due to too much disappointment and frustrations, many Filipinos floated the idea to have a drastic change and with it came up with a guy, who by all indications personify the image that the country needs…one with a steely personality – Duterte. For many, he is the only person viewed as having a firm conviction when it comes to decision-making, though, tempered with emotional compassion, the manifestation of which was seen later. But because of his habit to cuss, he was viewed as immoral, and many detractors whose vocabulary does not include the word “discipline”, even spread gossips about his womanizing, but which Duterete unabashedly admitted, adding that though, separated from his first wife, he still maintains a close friendship with her. Still, others who are not contented in bashing Duterte even insist that Davao is not Philippines…meaning, what he has done to make Davao peaceful is impossible to be done for the whole Philippines.

Despite all the badmouthing, the nation is bound to have a feisty, frank, honest, decisive, and a hands-on president. Contrary to what his detractors thought, majority of his supporters are women, and despite his being “immoral” as insisted by the non-believers in discipline, he was heartily endorsed by the Iglesia ni Cristo. Most especially, his peacekeeping and disciplinary programs in Davao are now being perceived by the Philippine National Police to be possible in Manila. This same view is being shared by many citizens who are tired of noisy China- made “single motorcycle”, drugs, destructive youth roaming the streets in the dead of the night, pickpockets, and wily taxi drivers. Practically, those who were not sold by his effort are now saying that they can be done in Manila and even throughout the country. I have to admit that I was among them but had a change of heart when I saw his determination at the start of the campaign. I made write-ups about his success in Davao City, but was apprehensive if he can duplicate them if he becomes president because he has to tackle yet, Congress and Senate, unlike a city like Davao with only the City Council to convince.


Although, as of this date, he is yet, referred to as, “presumptive President”, heads of many nations are already recognizing him as the duly chosen in place of Pnoy Aquino. If only to make sure that what we are expecting of him can be realized, we are bound to give him our all-out support. We should not abandon him after giving him a mountain of responsibility for the rehabilitation, though, not totally from the long-suffering or our nation…and then, blame him at the end. Personally, I hope that he will not commit mistakes in choosing the people who are eager to work with him, as they might spell his downfall despite the support of many Filipinos.

The mistake of some people is that they tend to dictate their advocacies to others, expecting friends to whom they force-feed such to become like them in an instant. What is worse is that if friends just shrug their shoulders or smile with sarcasm, they would feel bad. A person who is sincere in practicing his advocacy is supposed to have only the beneficiaries as the foremost reason for his action, aside from himself who also desires some kind of satisfaction. He should not expect others to imitate him. One should not feel great or “heroic” just because he has helped others. If ever, the manifestations of his action should only serve as signals that others would hopefully receive and will incite them to do the same.

If one’s advocacy for example is to scrimp on many things in life, he should not expect others to do the same because they may have a different lifestyle which makes them spend for as long their purse can afford it. If one is fond of attending seminars to gain knowledge on small-scale business ventures for extra income, he should not force his friends to do the same as they may not really have the time for them, being too sickly. If one loves plants and animals, they should just let their friends see the resulting joy in having them, instead of giving them cuttings, seeds, pups, or kittens….unless, of course, they would ask for them.

If one is fond of helping others, he should not be noisy about it. If they will, however, take notice, he should not elaborate because in all probabilities, many of them will never or refuse to understand his objective. In the first place, the act of giving food, extra money, or befriending the unfortunate need no elaboration why such are being done. Those are simple acts that even a child can understand as feeding the hungry and just being friendly. He should not also tell others to do the same, because they may already be doing “similar” acts which are not necessarily doling out food or money.


Compassion as an advocacy can be expressed in so many ways, the simplest direct way being sincerely smiling at others, not badmouthing them, understanding their situation or indirectly, by praying for them. The act should be sincere enough to be felt by others who perceive it…that in the long run, will hopefully result to its being virally emulated or copied.

TOPIC which stood for “Tours and Promotions Information Office” was the publication conceived by the Marketing and Sales- Philippines during the time of Mr. Ricardo Paloma as a tool for the promotion and “selling” of the tourist destinations; festivals; tourist facilities such as restaurants, hotels, pensions, transport services; festivals; outdoor sports such as mountaineering, spelunking (cave exploration), bird watching, trekking, scuba diving; festivals; dive spots and mountains. It was administered by Mr. Vic Bernardino, the Manager of the Tours and Promotions Division. The early issues were edited by Alex Enrile, which was later on taken over by this writer. The magazine is the epitome of the typical Filipino “bayanihan” or cooperation spirit, as the whole staff of the Division contributed their skills to make every issue interesting.

As if by coincidence, the staff of the Division had various expertise in the fields of scuba diving, mountain climbing, cave exploration and birdwatching, not to mention outdoor photography. Thelma Villaseor was for instance, a scuba diver and mountain climber, and so were Ed Buensuceso, John Fortes, Reggie Constantino, Bong Velasco, and Julio Luz, Jr.  Aside from diving and climbing, John Fortes and Ed Buensuceso were also spelunkers (cave explorers), who pioneered the exploration and mapping of the Palawan Underground River (formerly, St. Paul Subterranean Park), with the help of a caving team from Europe.

Ed Buensuceso, together with the Kennedy National Geographic Team recorded the first-ever in-flight mating and breeding of the Philippine Eagle (formerly, Monkey-eating Eagle), for which close coordination was made with the Department of Environment and Natural Resources (DENR), through its Baracatan Breeding Station in Sta. Cruz, Davao City. For such effort, the Department of Tourism-Davao was also involved. On the other hand, John Fortes was exerting his own effort in promoting mountaineering in the country, the penultimate of which was the organization of all mountaineering clubs into the National Mountaineering Federation of the Philippines (NMFP).

Mayie Santos an intrepid writer who was among the original staff of the Division contributed her share of effort by attending festivals and making reviews on resorts, pension homes, hotels and restaurants. Even Vic Bernardino, the Manager, would lend a hand in gathering information as needed, by attending important touristic activities. Furthermore, the staff was also trained to speak in seminars on Philippine tourism aided with slides presentation and handouts. Information given to participants were first-hand, hence, even the Department of Tourism, the UP Asian Institute of Tourism, embassies, consulates, tour and travel organizations, and educational institutions would request for the group’s assistance.

Later, in line with the tourism-centered effort of the airline, Mr. Paloma also conceived the PALakbayan Tour Program which consolidated all the efforts, this time, with the cooperation of the domestic stations. The program was divided into several “modules” such as Excursion, Education and Culture, Conventions and Seminars, and Sports. During this time, the exhaustive endeavor in exploring tourist spots was doubled, bringing to light non-traditional destinations such Sorsogon, Romblon, Mamburao, Palawan, Fuga Island, etc. Development of outdoor activities which were new among local tourists involving study of butterflies, migratory habits of birds, and culture of tribal communities were also developed to stir their interest. Schools were encouraged to consult the office for their planned educational tour program and other out-of-town activities, for which PAL stations were tapped for assistance.


The PALakbayan Tour Program virtually catered to all the needs of air-travelers within the country…the airline’s proud legacy to the industry, and considered as “Asia’s First Airline”, which initially operated using rehabilitated post-war DC-3’s.

Tulad ng dati inagahan ko ang pagpunta sa presinto ng botohan para sa barangay Real Dos sa Real Elementary School, upang magmasid. Di tulad ng nakaraang mga eleksiyon na may mga upuan sa labas ng mga kuwarto, nitojg nakaraang eleksiyon ay wala ni isa mang magamit ang mga botante lalo na ang mga senior citizens. Nang magkomento ako, tiyempong may dumaang titser at nagsabing, “hindi pa ho inilalabas”. Subalit sa oras na yon, mag-aalas otso na imposible nang maglabas pa sila ng mga upuan dahil nagdadatingan na ang mga botante. Upang ma-check kung naglabas ng mga upuan, bumalik ako bandang alas-diyes…wala pa rin. Inunawa ko na lang ang mga titser na talagang hindi magkandaugaga sa pag-asikaso sa mga botante.

Ang masaklap ay iisang listahan lang ang inilagay sa labas ng bawat kuwarto bilang batayan ng mga botante kung saang cluster sila nakatalaga. In fairness sa mga titser, may ginawa silang numbering system pero hindi rin nasunod dahil sa biglang pagdagsa ng mga botante kaya kawawa ang volunteer na na-assign sa listahan dahil sa sabay-sabay na mga tanong.

Mainit sa labas ng mga presinto dahil walang tolda at marami na rin ang nairita dahil hindi makita ang pangalan nila sa listahan. Sa puntong ito, kumilos na ang mga volunteers ng Barangay Real Dos sa pamumuno ng kapitan, si BJ Aganus. Sa labas ng eswelahan na malayo sa mga presinto alinsunod sa batas ng COMELEC, nagtayo ng tolda sa bakuran ng mga Guerrero na nagpaunlak sa paggamit pati ng kuryente para sa laptop.

Ang mga taga-Real Dos na nalilito ay ginabayan papunta sa tolda ng Real Dos upang i-double check ang “kinaroroonan” ng kanilang pangalan sa listahan na binigay ng COMELEC. Dahil sa nangyari, hindi na nila kailangang makipagtulakan pa sa labas ng mga voting precinct ang mga botante upang malaman kung saan sila assigned. Ito ang official list na pinamahagi sa mga barangay kung saan ay nakalagay ang pangalan ng mga botante at kanilang presinto. Dahil sa ginawa nina Kapitan BJ, napabilis ang pagboto ng mga taga-Real Dos. Hindi na nila kailangan pang tumayo sa ilalim ng init ng araw habag naghihintay ng pagkakataong matanong ang COMELEC volunteer kung saang presinto nakalista ang kanilang pangalan.


Dahil sa ginawa nina Kapitan BJ, nabawasan ang pagkainis ng mga botante. Nagpaliwanag din ang kapitan tungkol sa inasahang dami ng mga botante na dapat ay nagpa-bio sa COMELEC pero hindi nila ginawa kaya ang inasahang numero ay hindi inabot. Dahil sa ginawa niya ay kumalma ang mga botante na kahit papaano ay naunawaan ang mga pangyayari. Nabawasan din ang galit nila sa COMELEC.

Nakakadismaya na sa halip na makatulong ang mga ahensiya ng gobyerno sa mga Pilipino ay nagiging bahagi lang sila ng mga anomalya lalo na sa maling paggamit ng pera ng bayan at pagbagsak ng kulturang Pilipino. Ang mga sumusunod ay ilan lamang sa kanila:

·        Department of Social Welfare Development (DSWD) – sa kabila ng paglobo ng budget nitong ahensiya, lalo pang dumami ang problema ng bansa tungkol sa kagutuman, iskwater, population explosion, mga batang lansangan, at sa pamamahagi ng tulong sa mga biktima ng kalamidad. Kumikilos sila upang ipunin ang mga natutulog sa bangketa tuwing may darating na banyagang bisita at kunwari ay sini-seminar sa kung saan-saang gym, basketball court, at mamahaling resot, hanggang umalis na uli ang bisita.

Hindi dahilan ang pag-decentralize ng social services upang pabayaan na nitong ahensiya ang mga responsibilidad na nakatalaga sa kanila. Dapat ay nakikipag-ugnayan pa rin sila sa mga gobyernong lokal upang alamin kung tama ang pamamalakad ng mga ito lalo pa at may nadiskubreng mga pasilidad para sa kabataan na hindi binabadyetan ng maayos. Sa kabila ng mga mabulaklaking report ng ahensiya na wala nang mga batang yagit at mga pamilyang pakalat-kalat sa kalye, makikita pa rin sila 24/7 sa lahat ng dako ng Maynila. Alam kong nakikita sila ng mga Social Workers subalit ang mga ito ay nagbubulag-bulagan lamang. Lalong hindi kapani-paniwala na “natulungan na daw” ng ahensiya ang mga biktima ng mga kalamidad…bakit may nagrereklamo?

·        Department of Science and Technology (DOST) – ilang imbensiyong Pilipino na ba ang pinalampas ng ahensiyang ito kaya ang nakikinabang ay ibag bansa? Sinasayang lamang ng ahensiyang ito ang mga dapat sana ay napapakinabangan ng mga Pilipino sa mga panahon ng matinding pangangailangan tulad ngayon. May inimbentong ilaw na ang gagamitin lang upang sumindi ay tubig-dagat o tubig na kinunawan ng asin. Pagkatapos lumabas sa internet sa tulong ng mga banyaga ang anunsiyo ay wala nang narinig tungkol dito. Hindi man lang narinig mula sa DOST  habang ang mga Pilipino sa malaking bahagi ng bansa ay pakapa-kapa sa dilim tuwing magkaroon ng blackout na inaabot ng hanggang 6 na oras! Nang pumutok ang kuwento tungkol sa kotseng pwedeng paandarin ng tubig, pinalampas din ito hanggang nitong huling mga araw ay naglalabasan na sa internet ang mga sasakyang gawa sa Japan at Europe na ang ginamit na prinsipyo ay hango sa imbensiyon ng Pilipinong hindi binigyang pansin ng DOST. Magaling sila sa pagdaos ng mga exhibit ng mga imbensiyon…

·        Department of Health (DOH) - Maraming Pilipino ang hirap sa pagbili ng gamot laban sa ubo, dengue, cholesterol, cancer, diabetes at iba pa. Dahil sa kahirapan ay nagtitiyaga sa mga “gamot alburlaryo” na hango sa mga halaman ang mga Pilipino. Kahit marami nang patunay, iisa pa lang ang inaprubahan, ang lagundi, para sa ubo. Pero ang iba, tulad ng luyang dilaw, papaya, tawa-tawa, bayabas, banaba, at iba pa ay hindi man lang binibigyan ng pansin upang maging “opisyal” ang pagkilala sa kanilang bisa. Niluwagan nga ang paglabas ng mga produkto subalit may pasubali na hindi naman daw nakakapagbigay ng lunas o walang “therapeutic evidence” ganoong marami na ang gumagamit dahil sa balitaang gamit ang bibig. Kung sa radio naman ilalabas ang anunsiyo ay may karugtong pa na ang mga ito ay “hindi gamot at hindi dapat gamiting panggamot”. Kung hindi ba naman katarantaduhan, bakit pinayagan pang gumawa at magbenta ang mga PIlipinog laboratoryo ng mga ito kung may “warning” ang DOH, na isang malaking panloloko kung tutuusin? Humaharang ba ang mga banyagang laboratory upang hindi masapawan ang mga imported nilang gamot?

Napapabalitang isasara na ang Fabella Center na mula pa noong panahon ng mga Amerikano ay ginagamit nang paanakan. Ang lupang kinatitirikan nito ay pag-aari ng gobyerno, subalit pinapaalis ang isang pasilidad din ng gobyerno na kailangang-kailangan ng mga taga-Maynila. Ang balak yata ay ibenta sa negosyanteng Intsik na mahilig magtayo ng mga malls! Wala man lang ginawa ang ahensiyang ito upang pigilan ang plano. Ni wala man lang narinig na plano mula sa DOH kung saan ililipat ang pasilidad o kung tuluyang bubuwagin na at ibenta sa junk shop ang mga gamit! Kung sinasabi ng DOH na marami nang sira ang building, bakit hindi i-retrofit, isang makabagong paraan upang mapatatag ang isang lumang gusali?

·        Department of Trade and Industry (DTI) - Tuwing sumirit pataas ang mga presyo ng mga bilihin sa palengke at grocery, lulusob ang mga taga-ahensiyang ito, karay-karay ang sangkaterbang taga-media, habang kunwari ay nagti-check ng mga presyo, kodakang umaatikabo para mailabas sa TV at mabanggit sa radio ng field reporters, press conference….hanggang doon lang, dahil sa bibig nila mismo nanggaling ang kawalan nila ng kapangyarihan upang pigilan ang pagtaas ng mga presyo…wala daw sa mandato nila. Bakit hindi sila magpadala ng “instruction” sa Congress kung anong klaseng kapangyarihan ang ibigay sa kanila upang maisabatas batay sa kung ilang dekada nang karanasan nila sa pagmamatyag ng presyuhan? Tutunganga na lang yata sila habang naghihintay ng palpak na batas na gagawin ng Kongreso dahil sa dami ng butas! Dapat kusa silang nakikipagtulungan sa Kongreso noon pa man upang makagawa ang mga kongresista ng mga angkop na batas.

·        Department of Energey (DOE) – taga-announce na lang yata sila ng mga plano ng mga nagbebenta ng langis kung kaylan  magtataas ng presyo ang mga ito. Tulad ng DTI, wala rin daw silang kapangyarihan upang kontrolin ang pagtaas ng mga presyo dahil sa batas tungkol sa “deregulation”. Kung ang ibang batas ay nababali ng mga tiwali upang makapagnakaw sa kaban ng bayan, bakit hindi mag-isip ng paraan ang mga taga-ahensiyang ito upang masilip ang mga butas ng Deregulation Law upang matapalan? Hindi kapani-paniwala ang pinagpipilitan nilang wala na silang magagawa!

·        Department of Education and Culture – na-komersiyalays na lang at lahat ang mga textbook na karamihan ay maraming mali tuwing ilalabas sa limbagan, hanggang nagkaroon ng problema sa pagbago ng sistema dahil ang anim na antas ay madodoble na sa pamamagitan ng K-12 program, ang napapansin pa rin sa mga “produkto” ng mga eskwelahan sa panahon ngayon ay tila paurong nilang pag-usad. Ang mga bata ay ni hindi kilala ang mga bayani, nawalan sila ng tatak-Pilipinong pagkapitagan sa matatanda, at ang simpleng letrang “R” ay hindi mabigkas ng maayos ayon sa tamang pagbigkas sa wikang Pilipino. Masakit sa tenga ang pagbigkas ng mga estudyante na pa-English ng letrang “R”, at ang lalong masama ay pati mga titser mismo ay gumagawa nito! Ano ang ginagawa ng DEC?...wala! Malamang ang mga nagtatrabaho mismo sa loob ng opisina nila ay ganoon din ang pagagong pagbigkas ng letrang “R”


Upang mabawasan ang hinanakit natin, kailangan ang marubdob pang pagdasal at pagngiti o pagtawa, dahil hindi naman natin pwedeng itanggi ang ating pagka-Pilipino. Nag-iisa lang itong lahi sa mundo na kahit papaano ay nakilala sa larangan ng pag-awit, boksing, at pagandahan ng mukhang tisay at may pangalang banyaga! Tanong lang….kaylan kaya magkakaroon ng Pilipinang Miss Universe na ang pangalan ay Pilipinong-Pilipino tulad ng  “Mayumi Tingkayad”?

There is no “utopia” or paradise-like nation on earth. Even the so-called morally-straight and economically-advanced countries are not free from graft and corruption. All countries, however, may be classified as to the extent of their contamination by these blights of civilization into bad, worse, and worst.

What is admirable about the government officials in some countries, however, is their voluntary act to resign, though some unfortunately commit suicide, if they are suspected to be involved in anomalies or even just being investigated, yet. They do not react with shameful effort and legalistic defenses which happen only in the Philippines.

Still, although, corruption is an accepted occurrence in any government, in the Philippines, it has reached the uncontrolled stage. Some government officials who are voted, appointed, and even with civil service eligibilities seem to be living on the adage, “if others can do it, why can’t I?”.  To date, cases of graft and corruption in the Philippines takes so many years to be resolved with some just shelved into oblivion.

In the Philippines, corruption has become a business. Those who would like to venture into this “endeavor” must put up a substantial fund during the electoral campaign, while exerting all possible effort to get the position they want for the assured return of their “investment”.

Some even enhance their “talent” or “skill” by taking courses that lead to “government management”, such as, Law or Public Administration, and still, if time would allow, further enhance their knowledge acquisition with Masters and Doctorates, the better for them to slap those who would question their credibility with certificates.
